Project Delivery Lead (Direct), Construction & Commissioning Director (Functional)
The Construction Lead will play a key role in the decommissioning of a UKCS fixed asset. Working as part of a joint venture project team, the Construction Lead will oversee and coordinate construction activities associated with the decommissioning process.
Key Responsibilities
1. Lead and manage the construction activities related to the decommissioning of the offshore platform, ensuring all tasks are completed safely, efficiently, and within the project timeline and budget.
2. Actively contribute to strategic and tactical decision-making processes on the project.
3. Provide insight and recommendations to senior project leadership, focusing on risk management, project efficiency, and potential cost-saving measures.
4. Interface closely with internal EPCC teams to ensure seamless integration of engineering, procurement, construction, and commissioning efforts, aligning construction timelines with engineering deliverables and procurement schedules.
5. Coordinate and manage day-to-day operations of the decommissioning team, including subcontractors, vendors, and construction personnel.
6. Develop and oversee the implementation of construction schedules, work plans, and safety management systems, ensuring consistency with overall project objectives.
7. Ensure all construction activities adhere to health, safety, environmental, and quality (HSEQ) standards, as well as relevant regulatory requirements.
8. Collaborate with the Joint Venture team to track project progress, identify any potential issues or risks, and provide timely updates to stakeholders.
9. Oversee the preparation and review of technical documentation, including construction drawings, work packs, and method statements, ensuring these documents meet both technical and safety requirements.
10. Work with internal procurement and logistics teams to ensure the timely supply and delivery of materials, equipment, and resources required for the decommissioning project.
11. Interface with internal engineering teams to review design modifications, construction feasibility, and problem-solving during the decommissioning process.
12. Manage and facilitate the client’s gate readiness processes, ensuring all project deliverables, safety assessments, and milestones are met.
13. Manage and ensure compliance with work management processes, ensuring that all construction activities are scheduled, tracked, and executed according to agreed requirements.
14. Conduct regular site visits ensuring compliance with work and safety standards and maintaining a zero-incident work environment.
15. Liaise with regulatory authorities and other external stakeholders, ensuring all decommissioning activities meet legal and regulatory compliance.
Health & Safety Responsibilities
1. Consider all aspects of the “Health and Safety at Work etc. Act (1974)”.
2. Knowledge of, compliance with and promotion of office, site and contract/project health and safety guidelines and procedures.
3. Actively promote and comply with the THREE60 Safety Management System.
4. Compliant with and promotes awareness of the “Health and Safety at Work etc. Act (1974)”.
5. Actively promote and encourage all personnel to always care for themselves and others.
Competence Requirements
Knowledge & Qualifications
Required:
1. Bachelor’s degree in Civil Engineering, Construction Management, or a related discipline.
2. Proven experience in offshore construction, with a strong background in decommissioning projects within the oil and gas industry.
3. Proven experience as a Construction Lead or similar role on large-scale decommissioning projects, ideally within the North Sea.
4. Deep knowledge of offshore construction techniques, decommissioning regulations, and industry best practices.
5. Strong leadership and management skills, with experience leading multi-disciplinary teams and managing subcontractors.
6. In-depth understanding of health, safety, environmental, and quality (HSEQ) regulations related to offshore construction projects.
7. Familiarity with North Sea operating conditions, logistical challenges, and industry-specific regulatory frameworks.
8. Strong communication, negotiation, and problem-solving skills, with the ability to interface effectively with clients, stakeholders, and regulatory bodies.
Desirable:
1. Project Management Professional (PMP) certification or equivalent.
2. Experience with integrated project management software, scheduling tools, and construction management systems.
3. Knowledge of decommissioning regulatory frameworks, including UK and European Union standards.
