Main purpose of the job:
To develop and maintain the Service’s overall performance management framework including the strategic and corporate planning processes to assist the Senior Leadership Team in developing the Service’s long term strategy. To lead on the provision of a robust and innovative performance data and intelligence service so that the organisation can take an intelligence and risk-led approach in delivering an effective Fire and Rescue Service to the Community.
To manage the Planning and Intelligence team leading and developing innovative approaches to achieve performance improvement and identify opportunities for efficiencies. To deliver high quality advice and support to the Senior Leadership Team and the Fire Authority that will support the drive for continuous improvement and evidence based decision making; and to be a member of the Directorate Management Team.
Main duties and responsibilities
* To lead the strategic planning process with Principal Officers, Assistant Directors and Service Managers including the facilitation of an annual strategic assessment, assist the process of Community Risk Management Plan, Annual Plan, and business plans.
* Lead, monitor and develop the Service’s Performance Management Framework ensuring performance against agreed standards can be measured with the aim of improving Service performance and to be responsible for Performance Management Information Systems and the quality assurance of the data held on them.
* Support the development of the Service’s Community Risk Management Plan and ensure the team provides effective intelligence to help initially develop subsequent campaigns and to subsequently evaluate outcomes.
* Manage and facilitate the engagement with internal and external stakeholders regarding community risk management implications, corporate plan consultations and reporting results to the Fire Authority to enable effective decision making.
* To develop the Services approach to external inspection regimes and facilitate the inspection process.
* Providing policy guidance to the Fire Authority and Senior Leadership Team on appropriate strategic planning, community risk management planning and performance matters in response to other external policy consultation documents and new legislation.
* To develop the Service’s approach to statistical analysis and intelligence and the continuing development and improvement of timely, accurate and audience-focussed performance information to the Fire Authority and senior managers to ensure a holistic understanding of organisational performance and to enable robust decision making to inform planning processes.
* Support directorates to develop their corporate planning and performance management frameworks so they are aligned with the corporate framework, managing the production of reports to the Senior Leadership Team and Fire Authority on progress against plans, performance measures and targets.
* Ensure the team meets the requirement of the data transparency agenda and produces information for the public as required by the relevant legislation.
* To be responsible for the team budget in the region of £0.341 m per annum, and to ensure that effective financial management processes are maintained within the Planning and Intelligence Team.
* To manage the team ensuring that recruitment, training, development, appraisal, performance, workload allocation, supervision, quality assurance, risk and other management activities are carried out in accordance with Service policy.
* To represent the Assistant Director or Service as appropriate at external meetings and attend relevant meetings of the Fire Authority and represent the organisation at appropriate national meetings as required by the functions of the post.
