Responsive Maintenance Manager - Muir Group - £56,050 plus £4,129 car allowance
Castlefield Recruitment are currently working in partnership with Muir Group, a social housing provider with over 5,500 homes. Predominantly based in the North West, from their Chester HQ along with regional offices in Burnley and Huntingdon in Cambridgeshire.
Muir Group have embarked on a Repairs Transformation project as the next step in delivering their Customer Commitment. Muir Property Solutions (MPS) and We’re Muir have come together to modernise their maintenance service, with a focus on creating a modern, high-performing repairs service, that makes things easier, smarter and better for their customers.
As part of this transformation, an opportunity has arisen in their North Region, for a Responsive Maintenance Manager. This is an agile working role, with a healthy split between office attendance at their Chester HQ and working from home. The annual salary is £56,050 per annum plus £4,129 car allowance.
Job Purpose:
1. To be the ‘responsible person’ for the day-to-day operational delivery of the Group’s Responsive Maintenance service and contracts (North Region) ensuring the delivery of a first-class quality and value for money service.
2. Support the development, regular review and successful implementation of the Group’s Asset Management and Responsive Maintenance Strategies.
3. Ensure the delivery of efficient and effective Responsive Maintenance services.
4. Provide clear and innovative leadership across the Responsive Maintenance department.
5. Manage and mitigate the Groups approach to Asset and Contract management risk, ensuring effective monitoring and reporting systems are in place to capture, monitor and mitigate risks.
6. Drive operational and functional delivery against programmes and budgets on multiple workstreams. Monitor KPI’s and performance reporting to the Homes Leadership Team.
Main Duties and Responsibilities:
7. Lead on the selection and appointment of contractors and consultants in relation to Responsive Maintenance services in accordance with the Group’s financial standing orders and regulations for procurement.
8. Lead on recruitment, selection and appointment of staff for the Responsive Maintenance team in accordance with the Group’s recruitment policies and procedures.
9. Meet with contractors regularly to measure performance against agreed performance targets, using data to understand, learn and improve overall performance.
10. Work effectively with key internal colleagues and external partners and stake holders to ensure they contribute to enabling Muir Group to fulfil all of its property related Health and Safety and other statutory and regulatory obligations
11. Ensure effective management of the Construction (Design and Management) Regulations 2015 requirements including ensuring that regular site inspections and health and safety audits are carried out.
12. Ensure that all contracts are procured in line with Muir and national procurement rules, effectively utilising framework providers for goods and services as required
13. Support in the preparation of reports to committees, the Executive Management Team and the Board in a timely manner. Including preparing detailed reports on key issues, including performance, staffing issues, legislative changes etc, as and when requested, by the Assistant Director Responsive Maintenance.
14. Lead and manage the vehicle fleet to be fit for purpose for all workstreams and are driven and maintained in accordance with the company policy’ supported by the Maintenance Services Support Team .
15. Management and monitoring of designated budgets relevant to Responsive Maintenance, ensuring they are appropriate, and expenditure is kept within budget and delivered in accordance with the financial regulations, standing orders and audit requirements taking appropriate action when variances occur.
16. Support in the development, update and implementation of policies and procedures that drive a robust contract management framework that effectively manages all risks associated with asset and contract management activities.
17. Understand and review contract documentation, including technical drawings, design specifications to identify risk. Liaise with clients/consultants over queries to enable a detailed programme of work to be produced
18. Take the lead on developing innovative solutions to complex problems, liaising with specialist consultants, suppliers, manufacturers to deliver a fully working solution to the identified problem across a variety of workstreams
19. Ensure effective data management systems, policies, processes and programmes to provide assurance of ongoing statutory and regulatory compliance and delivery within budgets whilst providing for a high level of internal and external customer satisfaction.
20. Work effectively with key internal colleagues and external partners and stake holders to ensure they contribute to enabling the Muir Group to fulfil all of its property related Health and Safety and other statutory and regulatory obligations
21. Undertake such other duties and responsibilities as may be specified by the Assistant Director Responsive Maintenance and which are commensurate with the level of the job.
22. Take part and ensure a rota provision for telephone support is available to the OOH operatives / provider at all times.
23. Lead on maintaining GAS SAFE accreditation, including liaising with GasSafe and advising Muir to maintain accreditation.
Qualifications, Experience and Knowledge:
24. Degree or equivalent (D)
25. Relevant building surveying, maintenance or construction management qualification and or equivalent experience (E)
26. Recognised management and /or leadership qualification or equivalent experience (E)
27. Professional membership of a relevant construction industry body (RICS or CIOB) (D)
28. NEBOSH / IOSH qualified to Certificate level (D)
29. Experience of managing and leading staff and teams and building credible relationships with internal and external stakeholders.
30. Ability to produce clear, well-structured reports to Boards, and management teams to aid effective decision making.
31. Excellent knowledge of CDM Regulations (2015)
32. Strong commercial/financial track record and experience of leading teams through business planning / execution and change.
33. Strong track record in delivering effective asset planning and contract management to a large and diverse portfolio of mix tenure properties and associated budgets. (E)
34. Proven track record managing contracts with significant knowledge and proven track record of procurement activity and optimising technology to drive value.
35. Experience in leading the investigation of formal complaints (E)
36. Ability to collaborate effectively with the Asset Management team to ensure a coordinated approach and support effective Asset Management (E)
37. Proven track record managing R&M contracts with significant knowledge and proven track record of procurement activity and optimising technology to drive value
38. Experience of Procurement activity and tender processes (E)
39. Experience of proactive operational health and safety management (E)
