Project Manager
(Based: Preferably South West England, Cornwall)
The role: OPA is looking to appoint a new Project Manager to join our already growing Major Projects Team. The initial principal role will be required to oversee project development and construction works at our Oil Fuel Depot (OFD) located at Thanckes, Torpoint in Cornwall. This is a key role to manage the design and construction for our Oil Storage Rebuild Project. The project is currently concluding the design phase prior to transitioning to construction and commissioning on behalf of the Royal Navy. It is preferable that the successful candidate will live within reasonable commuting distance of Thanckes or be prepared to travel. A hybrid work arrangement or relocation assistance is available where appropriate.
The post holder will need to ensure successful execution of this major engineering works (£50M+), for projects whilst representing the OPA for further project developments, for our portfolio. Works shall be to time and to budget, and in full compliance with company standards and UK / European legislation.
With responsibility for interaction within the wider Project delivery team, covering all stages of project lifecycle from concept through design to construction and operation. The role entails leading a multi-disciplined engineering team, who conduct engineering activities as part of the wider project delivery team. Interfacing with key client stakeholders such as the Defence Infrastructure Organisation (DIO) and Ministry of Defence (MoD) at all stages of the project.
There will be a need to build strong working relationships with further regulatory and other external stakeholders. In particular with Contractors/Consultants, and the Competent Authorities (HSE & Environment Agency).
Some travel with overnight stays to other sites and locations will be required, therefore a full (preferably) clean driving licence is essential for this role.
Responsibilities:
1. Lead Major Projects to deliver fully compliant schemes, with company policies, procedures, and legal requirements, particularly health & safety.
2. Manage a range of design disciplines and projects, managing multiple demands and stakeholders at a given time.
3. Work with third parties for successful delivery of the Major Projects.
4. Ensure that Major Projects are completed in line with company standards and relevant UK / European legislation, CDM, ATEX, Process Safety Leadership (PSLG), API, EEMUA etc.
5. Assist in the development and management of budgets, forecasts, supply chain and sub-contracts for further Projects.
6. Liaise with Senior Management team to obtain buy-in from stakeholders for delivery of key projects.
7. Produce detailed programme of works and metrics to monitor project progress.
8. Lead in the development of processes for project excellence and reporting.
9. Act as Duty Manager for ‘out of hours’ emergencies on a rota basis.
The candidate:
Degree qualified and membership to a Project Management Association or Chartership with a relevant engineering body. With relevant experience, preferably within a COMAH regulated industry/operation, with a solid understanding of good project management principles and the capability for the delivery and management of a number of Projects across multiple locations.
You will have extensive experience of leading direct and indirect project teams engaged in the delivery of complex schemes within demanding time, quality and cost constraints. Effective communication, teamwork, negotiation and conflict management skills are essential.
