The Company is looking for a qualified and highly experienced QS, preferably with a Gas Mains Replacement background to be based in Winfrith, Dorset covering projects in the South and South East of England.
Purpose of the Role:
Commercial support accountable to the Commercial Officer for the management and coordination of procurement events and the delivery of the works costing function (QS); including the pricing of contracted works, forecasting and monitoring value and costs to maximise financial performance and drive efficiency to ensure cost-effective utilisation of JDT assets, supporting Ops Groups in achieving financial targets.
Key Responsibilities:
1. Subject Matter Expert managing and coordinating across the business all tender and procurement events and advising the board on commercial issues and risks.
2. Business procurement lead and POC for clients, coordinating across the business the production of timely and accurate tender/procurement submissions.
3. Custodian of existing contracts, maintaining their currency and advising the business as required. Maintaining an awareness of related overarching policies and legislation (such as NEC3/4, Frameworks etc).
4. Production of timely and accurate tender/procurement submissions.
5. Perform the Quantity Surveyor function in the maintenance of the costs/rates database, analysing the inflationary risks between pricing and commencement, working with the team to raise pricing renegotiations for projects with delayed commencement.
6. Collation of work package summaries for upcoming contract periods for review by the Commercial Lead and Board of Directors.
7. The production of Microsoft project plans and execution statements as part of a full tendering suite to be distributed to client and internal groups requiring the relevant documents to support business efficiency.
8. Monitoring of the Due Diligence and awarded works trackers for deficits against the internal target, liaising with the Commercial Officer and Head of Operations to negotiate further viable awards.
9. Conduct value management and cost control to identify and drive efficiency in business activities.
10. Monitor and forecast depot financial performance.
11. Production of project CVRs to be reported to the Commercial Officer and Head of Operations.
12. Coordination with the Commercial Officer to conduct value management and cost control to identify and drive efficiency in business activities.
13. Assessment of Valuations/payment documents, raising disputes with inaccuracies and managing the dispute resolution process from declined claims.
14. Production and recording of the DAF and CE quotes/invoices, working alongside the Assistant Commercial Officer in attending and negotiating.
15. Maintenance of the PULSE project cost and revenue data, supporting Project Managers in managing cost control on projects.
16. Tracking of team payments and productivity, producing weekly/fortnightly/monthly reports for review by the Head of Ops and Commercial Officer.
17. Tracking of contractual changes between financial years and ensuring new pricing accounts for variations in cost.
18. Attendance at weekly planning and performance meetings to identify potential cost implications, reduction in productivity, and gaps in the planner enabling target achievement. Reporting to the Commercial Officer requirements for additional work or major changes in costs/project requirements.

Mandatory Qualifications and Competencies:
* RICS QS BSc, HND, MRICS qualified.
* QS/commercial experience in the construction industry.
* Experience of MS Office IT systems.
* Full computer literacy.
* Personable, professional, and comfortable with conflict management.
Desirable:
* Chartered QS qualification.
* Relevant QS experience in the gas utilities industry.
* Engineering background within the utilities industry.
* Microsoft Projects.
* Accountancy/Finance qualification.
Salary and Benefits:
JDT Salary Band 4: £55,000 - £65,000 Per Annum (dependent on qualifications, skills, and experience).
Hours: 45 Hours Per Week Monday-Friday.
Holiday: 25 Holidays plus UK Public Holidays.
