About the role
To develop the Network Planning Engineering requirements of the Network Rail Telecom network across the full asset-base whilst conforming to Network Rail's safety, standards and corporate objectives.
What will you be doing?
* Develop the required Network Planning Engineering requirements across the Network Rail Telecom asset base so that there is adequate and sufficient network capacity across the telecom asset base to meet present and future traffic requirements as per the SAM (Service Availability Matrix).
* To develop good relationships with all departments, suppliers and handle customer's requirements in a timely and cost-effective manner.
* Undertake the role of Designer/CRE and adhere to CDM requirements where applicable such as identification and mitigation of hazards through design, which could be influenced by the telecoms system driving safety by design in accordance with NR/L2/INI/02009.
* Produce GRIP stage 3 Network solutions that adhere to schedule plans whilst maintaining a high level of quality and integrity through peer review processes and in line with company standards.
* Provide financial estimates for the network asset build and capacity costs working alongside product and finance to enable effective whole lifecycle cost management of the assets.
* Assist in the development of an appropriate long-term strategy for the Network Planning Engineering of the Network Rail Telecom asset base including development of efficient and effective tools.
* Maintain network optimisation across the Network Rail Telecom asset base resulting in an optimal network with financial efficiency whilst reducing network incidents.
* Evaluate incoming proposals for customer projects/programmes with Network Option Selection analysis, which will affect network asset capacity.
* Develop client requirements into definitions and work scope remits that address workstream and focus on the achievement of project and Network Rail goals, while recognising the needs of external stakeholders.
* Clarify that requirements are correctly defined, proposals are able to be constructed, timely system verification and acceptance is supported and systems integration is achieved.
Essential
* Relevant Engineering Degree or equivalent experience
* Relevant experience in the successful build/operation of a major network telecoms network in the telecoms and/or rail industries.
* Strong engineering/architecture network skills in relation to Network Planning and network performance and capacity management monitoring tools i.e. Solarwinds
* Significant telecoms experience across a range of technologies including DWDM, SDH, MPLS and IP with knowledge of architecture, engineering, design and operational processes.
* Delivering high levels of customer service & satisfaction in rapidly changing and competitive telecoms environments.
* Good understanding of CDM requirements.
* Able to demonstrate experience of working collaboratively with multi-discipline teams and members.
* Knowledge of telecoms operational and business support systems / best practice supporting processes.
* Knowledge for business quality management principles and standards.
* Excellent communication skills at all levels.
Desirable
* Membership of an appropriate Professional Institution
* Network Certification (Cisco CCNA/NP, CCDA/DP, CCIE Juniper JNCxx)
* DWDM/LTE design and/or operational experience.
* Generic technical understanding of networking principles around voice, hosting and data storage.
* Project safety management experience.
* Knowledge of telecoms business process frameworks (TOGAF and or ITIL V3)
