The Crown Prosecution Service has fixed rates for its Higher Executive Officer grade a developing rate (the starting salary) and a spot rate (the maximum salary). Applicants typically join us on the developing rate and, after completing a 18-month development period, move to the spot rate this is subject to your line manager confirming that youre performing the role to a satisfactory standard. If youre joining the Crown Prosecution Service on a lateral transfer from another government department, you should contact us about the impact on your salary and the implications of any time youve already spent at that grade before applying or accepting an employment offer. Your salary may be adjusted if your location changes when you join us. Job description The Crown Prosecution Service (CPS) is delighted to advertise the opportunity of a Finance Manager role on the Business Centre Team. The SEOCID Business Centre is responsible for a range of key business areas, supporting and delivering a professional business services to SEOCID including HR, Performance Management, Finance, Communications, Public Accountability and Inclusion, Change and Assurance. We are looking for an individual with an attention to detail and who enjoys dealing with data and translating the meaning for peers and more senior managers. The post holder will have line management responsibility across the business service stated above. This post can be based in either Manchester, Leeds, Newcastle, Birmingham, Cardiff, Liverpool or London and we support a hybrid working approach with further attendance as required by business needs; the post holder will be required to undertake SC clearance. The postholder will play a key part in the CPS assurance and control framework working with HQ Finance colleagues and will provide assurance to the Head of Business Centre (HoBC) that the Areas financial management complies with departmental and civil service standards. The postholder is responsible for providing support, guidance and assurance to the Area Business Manager (ABM) in relation to all financial matters through reviewing resources, budget data, providing cost analysis and financial data. The postholder will work collaboratively with peers across Partner Areas; sharing good practice and lessons learnt to deliver the business and to ensure resilience. Person specification Ensures that local financial controls are understood and applied by senior managers and other relevant individuals and that breaches are investigated and followed up, escalating as appropriate. In partnership with HQ Finance, ensures the delivery of appropriate training and direction in finance, budgeting, purchasing and fraud prevention. Ensures compliance with national CPS policies and external guidance. Leads assurance activity to check that controls are in place and being acted on escalating as appropriate. The postholder will provide leadership in all aspects of financial management including efficiency savings. Works with senior managers in developing the Areas financial plans to support the delivery of plans within budget. In partnership with senior managers, develops efficiency plans detailing strategies and activities to enable the Area to remain within budget for the duration of the financial year and overall Spending Review period. Proactively provides advice, assistance and support to the ASB and business managers in the management of their budgets, business cases, capital bids and financial systems, ensuring that there is full compliance with the national guidance, systems, processes and procedures and financial implications of decisions are properly considered. Supports Area managers in costing change options/plans and delivers change within own area of expertise.
