The estimator will work either within the central Programme Management Office (PMO) or one of the delivery teams, on behalf of the Programme Partner, liaising with a variety of stakeholders across the programme, reporting to the Estimating Lead or a Project Controls Manager.

8. Incorporating appropriate financial data in the programme to produce a project cost/time distribution profile and communicate the results to the project team.
9. Producing and maintaining project baselines and execute the pre-construction change control process as appropriate.
10. Developing and maintaining of project assumptions/exclusions and dependencies logs.
11. Ensure services are managed to the right quality standards and are completed efficiently and on time.
12. Ensure service delivery is in line with the conditions of the contract.

You’ll need to have:
20. To be preparing estimates and cost planning for high value public sector business case approval.
21. Experience of preparing highly technical cost advice for services and works that are subject to the highest level of security and safety requirements.
22. An ability to use the latest digital tools and platforms that are industry recognised for the purposes of preparing and reporting cost advice, preferably experience of using Causeway CATO and BIM Measure.
23. Proficiency in the use of advanced excel spreadsheets.
24. To be capable of accurately measuring works in accordance with a recognised method of measurement and work structures and to build-up rates for work based on a demonstrable calculation.
25. To be capable of generating cost information to support option appraisals and recommendations.
26. To be capable of providing cost advise for the inclusion in a priced risk and opportunity register.
27. Knowledge of application of value management and value engineering techniques.
28. To know appreciation of life cycle costing.
29. Ability to apply costs into a cost loaded programme within a work and cost structure.
30. Experience of providing cost services to retained buildings and to new build projects.
31. Understanding of cost planning work packages and an understanding of how the structure of the construction industry is reflected in the composition of cost plan structures.
32. Familiarity with most common Forms of Contract, especially NEC4, within the construction industry and major projects and programme environment. Knowledge of UK Law and its impact upon contracts and the estimating and cost planning function are essential
33. Ability to interface with other team disciplines to include amongst others project management, project controls, assurance, risk.
34. Good commercial skills and ability to make sound decisions on matters to ensure that value for money is obtained and can be demonstrated.
35. Good negotiating, influencing and communication skills to command professional respect at all levels.

You’ll also have:
48. A quantity surveying degree or equivalent experience and ideally a member of RICS or equivalent professional body.
49. Proven relevant experience in project management or project controls environment in a similar estimating or cost planning role in a construction or consultancy background.
50. Good understanding of the UK regulatory and nuclear framework.
51. Experience of nuclear or high secure sectors desirable.
52. Degree in quantity surveying/cost management (or equivalent).
53. Professional membership i.e. MRICS/RICS (or equivalent) and moving towards fellowship, or equivalent demonstrable professional or personal development.
54. Strong Bidding and business development experience.
55. Strong commercial and financial acumen.
56. Sound knowledge of value engineering, life cycle costing, contract law and contractual frameworks relating to construction.
57. Management experience within large, diverse teams.
58. Experience of managing relationships with key senior stakeholders.
59. Knowledge of how carbon and sustainability considerations will shape the outlook of the projects you are working on.
