Job Description To lead on and undertake projects to support the work of Elgin Town Board, including delivery of projects within the agreed Investment Plan and supporting the governance structures of the Board. The Senior Project Officer will lead and oversee the delivery of projects within the Elgin Town Board Investment Plan, ensuring the effective governance, management and allocation of a budget of £20 million. This is a high profile role, requiring strategic leadership, financial management, project delivery and stakeholder engagement to drive regeneration and economic growth. The postholder will be expected to operate with minimal supervision, proactively managing risks, reporting to the Board and ensuring compliance with regulatory and legal frameworks. Requirements To provide strategic leadership and project management to the Elgin Town Board To lead on delivery of projects as required and set out in the Investment Plan. To line manage Project Officers and other staff appointed to deliver the Investment Plan. To ensure good and continuous communication and engagement between partners, business and community. Establish and maintain robust monitoring, evaluation and financial reporting frameworks. Participate in training and development activities, as trainer and trainee, as required Contribute to the effectiveness of the service The Individual Significant experience of delivering complex projects (3 years minimum post qualification). Experience of working with a Board style setup to manage a programme of projects. Experience of regeneration projects. Proven experience of partnership working. Proven experience of successful and proactive community engagement. Supervision of staff. Educated to degree level in a suitably relevant qualification. Project management qualifications. Excellent presentation and negotiation skills. Excellent written and verbal communication skills. Numeracy. Excellent knowledge of Microsoft Office including Word, Excel and PowerPoint. Understanding of Local Government. Effective organisational and time management skills. Experience of working in a political environment. Analytical abilities. Ability to analyse data, identify trends and implications for Moray and appropriate mitigation. Report Writing. Presenting at Committees and Board level meetings. You will be expected to travel efficiently and effectively between various work locations within Moray to meet the operational requirements of the Service. Due to the rural nature of Moray this is normally undertaken by use of a car/van. Proven ability to plan and manage own workload. Delivering complex projects with partners in excess of £5 million.
