Development Contributions Officer - PKC

Perth and Kinross Council are welcoming enthusiastic and experienced applicants to manage the Council’s development contributions process. The role will involve working with a variety of stakeholders, including applicants, developers, communities, and across Council services.
The postholder will be responsible for assessing development proposals and secure, in line with local and national planning policy, legally compliant planning obligations.
Duties will include the recording, collecting, monitoring, and reporting of various obligations to enable delivery of local and regional infrastructure required to support sustainable growth.
The postholder will sit within the Development Plans team and report directly to the Council’s Chief Planning Officer, primarily with links to the Development Plans and Development Management teams, as well as Legal and Finance services.
Skills & Experience Required
1. You will be familiar with planning obligations or will have demonstrable transferable skills and an interest/understanding in new development delivery that would make you a good candidate for this role.
2. An ability to work within professional boundaries
3. Good written & communication skills especially around interpreting legal agreements
4. Strong communication and negotiation skills
5. RTPI membership with Chartered status, equivalent overseas Town Planning body, or alternative relevant professional body (e.g. RICS)
6. Experience of presenting and communicating detailed technical information in an engaging way
7. Honours Degree (or equivalent) in Surveying, Land Economy, Town Planning or Planning-related Environment, Building/ Construction
