The AVP role will support Barclays’ Chief Security Office’s (“CSO”) Investigations team in ways that include:
* Serving as Legal contact for CSO Investigations and its sub-teams.
* Advising CSO’s Court Orders Team and Police Liaison Unit on interpretation and application of freezing, restraint and/or production Orders and requests, primarily from law enforcement; facilitating communications with external parties, including urgent outreach to UK law enforcement or litigants regarding Order-related issues.
* Fostering CSO investigators’ collaborative work throughout Legal, Compliance, Operational Risk, Senior Management and Front Office staff, Regulatory Relations, Fraud, Human Resources, and Corporate Communications.
* Advising on prominent CSO-led investigations, closely coordinating aspects of privilege, engagement with senior business and functions stakeholders, briefings to law enforcement and regulators, media attention, and Operational Risk issues.
* Ensuring timely responses to all queries to Legal from CSO’s investigators on routine cases, which may require liaison with other legal teams.
* Reviewing and sign off on voluntary disclosures to law enforcement (e.g., witness statements, proactive referrals of findings).
* Drafting and delivering training on best investigative practices and internal Standard Operating Procedures. Horizon scanning for legal and regulatory developments.
* Review and sign off on CSO’s submissions to UK Credit Industry Fraud Avoidance System (“CIFAS”) database of employees that committed fraud, based on CIFAS handbook and precedent.
The role will require:
* A precise understanding of Barclays’ corporate structure, individual businesses and functions, and reporting lines;
* Capacity to advise business and function heads on sensitive, complex legal and regulatory issues;
* Regular engagement with law enforcement, the ability to present, field questions, and ultimately establish professional relationships based on mutual trust;
* Deep familiarity with UK Criminal Procedure;
* An understanding of the process through which law enforcement, government agencies and third parties may permissibly request information from private companies in the UK;
* An understanding of global legal and regulatory framework in which Barclays operates;
* The ability to quickly develop and maintain strong professional relationships with colleagues; and
* A manner of social and professional service that is above reproach and exemplifies Barclays Values.
The AVP role may expand to include advising additional arms of CSO that manage the bank’s cyber and information security, e.g., the Chief Information Security Office (“CISO”), Joint Operations Centre, Intelligence, Resilience, Red Team, and Physical Security.

This role can be based in Northampton, Birmingham or Manchester.
Purpose of the role
To help ensure that the Cyber, Data, IP & Emerging Tech Legal activities are conducted in compliance with applicable laws and regulations, and to help the bank manage legal and reputational risks associated with these activities.
Accountabilities
* Development and implementation of best practice legal strategies for risk management and compliance.
* Legal advice and support to the business on cybersecurity, data privacy, intellectual property (IP) and emerging tech matters, including cybersecurity and data privacy incidents, IP protection and technology deployment.
* Representation of the bank in legal proceedings related to cybersecurity, data privacy, IP protection and emerging tech, such as litigation, arbitration, and regulatory investigations.
* Creation and review of legal documents such as data protection policies, cybersecurity protocols, IP licenses and emerging tech policies to ensure compliance with applicable laws and regulations.
* Legal research and analysis to stay up to date on changes in laws and regulations that may impact the bank's cybersecurity, data privacy, IP protection and emerging tech practices.
* Developing and delivering training programmes to educate employees on legal and regulatory requirements related to cybersecurity, data privacy, IP protection and emerging tech.
* Pro-active identification, communication, and provision of legal advice on applicable laws, rules and regulations (LRRs). Keeping up to date with regards to changes to LRRs in the relevant coverage area. Ensuring that LRRs are effectively allocated to, and adequately reflected within, the relevant policies, standards and controls.
