Principal Registered Building Inspector 2F in Horsham
Temp cover to end May 2025 (with possible extension) - 37 hrs/week – Circa £65/hour.
This role will provide the technical lead to the team of Building Control Inspectors ensuring that construction work is in accordance with legislation and regulatory standards. Delivering the Building Control function throughout the Council’s jurisdiction and as part of any partnering or similar scheme, ensuring buildings comply with the relevant regulatory standards in terms of health, safety, sustainability, energy conservation, accessibility, and design.
To be able to effectively manage a range of projects within Class 2A – 2F, examining plans and carrying out site inspections, initiating and dealing with enforcement action. Assessing dangerous structures and implementing where necessary, immediate remedial works.
Role Specific Responsibilities / Accountabilities and Essential Criteria:
* Must have a full current UK driving licence and the ability to travel.
* To lead as the principal technical professional on Building Control matters, to deliver a professional Building Control service for HDC and member of a relevant professional body such as RICS, CABE, CIOB or equivalent with relevant Building Control bias and evidence of achieving CPD requirement.
* Registered as a minimum Class 2F (plans checking and inspections) with the BSR.
* Significant experience (minimum 3 years) of Building Control, enforcement activity and the construction industry combined with a comprehensive knowledge of Building Regulations and legislation relating to construction with an advanced knowledge of construction techniques, building materials and industry products and systems.
* Ability to influence, persuade and generate understanding and acceptance based on technical knowledge and IT proficient, with a good range of skills, including correspondence, data input and ability to use relevant office programmes and software.
* Demonstratable technical competence, logical methods of working, shows attention to detail and provides clear professional advice.
* Effective interpersonal/ people skills, self-motivated and a productive team player, able to co-ordinate work activities to maximise service delivery; well organised and with excellent time management skills and the ability to work to tight deadlines, maintaining accuracy and diligence.
* Where appropriate and within limits of competence to provide supervision and management of the work of others within the Building Control team e.g. trainees, other registered buildings inspectors not having the appropriate band of competence.
* To contribute to leading and developing other professional staff working towards additional classes through the registration framework.
* To assist in allocating, monitoring and reviewing Building Control casework, to ensure an efficient workload across the team and to make sure that the decisions and recommendations made are accurate and in line with regulatory standards and best practice.
* To lead on enforcement activity for unauthorised and non-compliant building works, ensuring that non-compliance can be prosecuted effectively as required- involving preparation of documents and serving enforcement notices in complex cases, as well as supporting more junior officers with undertaking enforcement activity.
* To contribute to defining the professional fee rates, and support colleagues to calculate fees.
* To participate in the provision of an ‘out of office hours’ service, dealing with dangerous structures and/or major emergencies.
* Comply with all decisions, policies and Financial Regulations of the Council and any relevant statutory requirements, including Equal Opportunities legislation, the Health and Safety at Work Act, CDM Regulations, Freedom of Information and Data Protection Act.
* Undertake any other duties as required commensurate with this level of post and deputise for the Head of Development and Building Control.
