Under the direction of the Head of Emergency Preparedness, Resilience and Response, as a member of the UHSussex Emergency Preparedness, Resilience and Response Team, aid in the delivery of the Trust's Emergency Preparedness, Resilience and Response (EPRR) work programme.
The Emergency Preparedness, Resilience and Response Team is responsible for ensuring that EPRR corporate responsibilities are met and providing assurance that the Trust complies with relevant legislation and guidance, with co-ordinated systems in place to maintain core critical services in response to any reasonably foreseeable event.
As a member of the EPRR Team, the post holder will support the Trust in achieving and maintaining compliance with the Civil Contingencies Act 2004 and associated EPRR guidance, including NHS England’s (NHSE) Core Standards for EPRR. This role provides experience and exposure to understanding how one of the largest NHS Acute Trusts functions and an opportunity to work with UHSussex colleagues at a strategic, tactical, and operational level.
Support the Trust by reviewing and updating existing emergency and business continuity policies and plans, assisting with EPRR training and exercising programmes, and supporting the response to any potential incidents or emergencies. Produce and maintain robust documentation and work across multiple sites and clinical delivery groups. Work with the EPRR Support and Administration Officer to provide programme and administrative support to the team to ensure delivery of projects.
Communicate with external partners, including commissioners and regulators, many of which are time-sensitive requirements that need to be treated with utmost confidence and professionalism.
Working in conjunction with the UHSussex Emergency Preparedness, Resilience and Response Team and reporting to the Head and/or Deputy Head of Emergency Preparedness, Resilience and Response, undertake the following main duties and responsibilities:
* Facilitate the development and maintenance of robust departmental business continuity and emergency incident plans and responses across the organisation.
* Prepare plans and progress towards appropriate levels of preparedness, ensuring that response arrangements are based on the best available evidence and guidance.
* Be aware of organisational changes that may affect the operation of major, critical, and business continuity incident procedures, amend procedures, and develop overall knowledge.

Additional responsibilities include:
* Co-ordinate and collate planning responses to provide Trust level emergency response plans covering all reasonably foreseeable internal and external incidents including major, critical, and business continuity incidents.
* Contribute to the debriefing process following any incidents and co-ordinate action plans to address learning identified from the de-brief process, amending EPRR policies and procedures accordingly, conveying and promoting key messages.
Support work to risk assess, evaluate, and audit levels of emergency preparedness and resilience with reference to statutory requirements, guidance, best practice, and lessons learnt from real-life incidents and test scenarios. Ensure that the planning process, risk assessment, and reviews are carried out in line with internal and external assurance and quality standards for emergency preparedness and organisational resilience to demonstrate that the relevant standards are achieved and can be appropriately evidenced.
Assist the EPRR Support and Administration Officer in maintaining effective and accessible information systems to record emergency planning and business continuity data, ensuring that this is accessible in the event of an incident or issue.
In liaison with the EPRR Training and Exercise lead, assist in the development, design, and delivery of all training on emergency planning and business continuity to staff and managers across the Trust, ensuring that courses are updated to incorporate changes in local policy and external guidance and best practice.
* In liaison with the EPRR Training and Exercise lead, assist in conducting regular testing/exercising of all plans in line with the requirements under the Civil Contingencies Act 2004 and the NHS England Emergency Preparedness Framework.
* In liaison with the EPRR Training and Exercise lead, ensure that the testing and monitoring of all equipment/PPE etc. is conducted regularly and that accurate records are kept.
* Undertake and lead on a range of projects relating to Business Continuity/Emergency Planning, and where necessary, prepare appropriate briefing papers for Trust Executive Group and Senior Management meetings.
* Make a significant contribution to the development of Trust policy in relation to emergency planning and business continuity, ensuring that procedures are updated in relation to national changes in NHS guidance and practice.
* Provide a source of knowledge and advice on the theory and practice of emergency incident response and business continuity planning.
* Work autonomously and deputise for the Head/Deputy Head of Emergency Preparedness, Resilience and Response in their absence.
* A key member of the Local Resilience Forum and other Resilience groups, develop divisional link roles responsible for emergency planning and business continuity.
* Represent the trust in local, regional, and governmental meetings and discussion groups and contribute to policy where necessary.
* Be seen as an expert for the Trust on all areas of Emergency Preparedness Resilience and Response, focusing specifically on Business Continuity issues.
* Carry out horizon scanning to assess the risk of events or acts affecting the Trust's performance and report these back to the Trust with recommendations for action, representing the Trust at Local Authority Safety Advisory Groups.
Contribute towards the Trust being compliant with the Civil Contingencies Act 2004 and the EPRR Core Standards.
