Discipline Commission Chair & Membership Roles - Nationwide role Post Type: Voluntary Term of Office: One to Three years (may be reappointed for a maximum of nine years) Remuneration: Expenses only Background British Cycling is the internationally recognised national governing body for cycling in Great Britain. It works across the various disciplines of the sport (BMX, BMX Freestyle Park, Cycle Speedway, Cyclo- Cross, MTB Endurance, MTB Gravity, Road and Track). It is committed to a range of initiatives from “playground to podium” to create a true cycling nation by inspiring a boom in participation. There have never been more opportunities to ride a bike, be it for fun or sport, and British Cycling is at the heart of this growth. British Cycling membership currently stands at over 120,000. It provides a suite of benefits and support to its members, with all membership revenue being re-invested back into cycling. Participation in cycling has risen significantly and British Cycling is committed in its ambition to become the world’s leading NGB, driven by the creation of a “one British Cycling culture” where people are on a par with performance. It is fundamental to our belief that British Cycling can continue to deliver world class performance and, indeed can only continue to improve if the culture of world class people, and “highest challenge, highest support” is in place. Governance Structure British Cycling is responsible for the management and development for all key areas within the various disciplines of cycling, along with the key priorities of anti-doping, equality and safeguarding. These areas require robust structures to best protect the interests of all stakeholders in the sport. British Cycling’s key decision-making bodies are its Board of Directors and the Executive Leadership team which rely on the expert advice and support of a series of discipline commissions. The commissions relate directly to the eight cycling disciplines and there are also commissions dedicated to technical issues and commissaires and referees. The Chair and commission members are appointed to the discipline commissions by the board every three years. We are currently recruiting for the following commissions: Commission membership: (BMX Freestyle, BMX Race, Commissaire & Referee, Cyclo-cross, MTB Endurance, MTB Gravity, Road, Speedway & Track) Commission members are responsible for informing the strategic development of their discipline while ensuring they work collaboratively with the British Cycling staff team in line with the organisations code of conduct and values. We are also looking to recruit two chair positions across both the Track and Commissaire & Referee commissions. The Chairs responsibility will be to ensure that the agendas and discussion remain long-term and strategic and do not stray into Board or Executive responsibilities. Membership and Meetings The Commissions meet formally bi-annually (usually in March and October). Meetings are held at the National Cycling Centre in Manchester usually during normal working hours. British Cycling will meet all reasonable expenses incurred when attending meetings of the Commission. Additional informal meetings (2 - 4 per year) are also held via Teams. Chairs of the commissions become ex-officio members of the Sport Commission which meets bi-annually usually in May and October/November. The term of office for the Chair of the Commissions is three years, although the postholder will be able to reapply for consecutive terms of up to nine years. Once this maximum term has been reached the Chair is unable to reapply again, as Chair or member of the commission, for a period of three years. The term of office for members of the Commissions can vary from one to three years depending on experience and/or specific skills and knowledge that may align to the strategic needs of the discipline, although the postholder will be able to reapply for consecutive terms of up to nine years. Once this maximum term has been reached the member is unable to reapply again, as Chair or member of the commission, for a period of three years. Responsibilities of the Commission Members To examine the strategic development and growth of the discipline to ensure numbers are sustainable in the future and to work closely with the British Cycling Sport team; To inform the decisions of the Board, through the Sport Commission, by provision of ‘on the ground’ knowledge; To recommend to the Sport Commission changes to policies and procedures in line with the sport; To ensure that rules and regulations relating to the individual disciplines are fit for purpose and practicable and recommend updates to the Technical Commission; To consider safety aspects of the sport with a mind to continuous improvement; To ensure that the terms of reference are reviewed regularly and are fit for purpose; Ensure the promotion of greater inclusivity and diversity; To work collaboratively with other disciplines to address cross-disciplinary issues; To undertake appropriate induction training to enable the other responsibilities of the Commission to be enacted in line with the British Cycling governance framework. Key Responsibilities of the Chair To contribute expert knowledge to inform the decisions and recommendations made by the Commission to the Sport Commission and the Board; To lead the bi-annual formal meetings of the Commission, and any informal meetings via Teams; To approve agendas and minutes of meetings of the Commission; To ensure fairness and equality at meetings of the Commission; To draft reports to the Sport Commission on behalf of the Commission; To attend bi-annual meetings of the Sport Commission To engage with the Commission induction process and participate in further training as required.
