Job Summary
The Ministry of Defence employs over 50,000 Civil Servants. Within that, the Army Top Level Budget (TLB) employs around 7,000 MOD Civil Servants located at over 300 locations. The Cadet Training Centre (CTC) Frimley Park is a military training establishment located in Frimley, Surrey. It serves as a training centre for adult volunteers and senior cadets from various cadet forces, including the Army Cadet Force (ACF), the Combined Cadet Force (CCF), the Sea Cadet Corps (SCC), and the RAF Air Cadets (RAFAC). CTC provides a range of training activities and facilities to develop the skills and knowledge of the adult volunteers and senior cadets in areas such as leadership, fieldcraft, first aid, drill, adventure training, and much more. It plays a crucial role in the development of adult volunteers and young people who are part of the cadet forces in the UK.
The Quartermaster's role at the Cadet Training Centre (CTC) Frimley Park is primarily focused on managing all aspects of logistics for both CTC and the Cadet Centre for Adventurous Training (CCAT) in Capel Curig, North Wales. Additionally, there is a requirement for G4 support to the Council of Cadet Rifle Shooting (CCRS) in Bisley and the Cadet Signals Wing at Blandford Camp in Dorset. The Quartermaster also provides line manager support for the staff of the Quartermasters Department at CTC and assists in any other tasks in support of the Commanding Officer and CTC’s training deliver outputs. It is essential for the Quartermaster to be present on-site to fulfil these responsibilities effectively.

The role plays a pivotal part in enhancing the lived experience and safety of the workforce and visiting students/personnel by overseeing various responsibilities.
Key Responsibilities Include:
* The QM is responsible for the management, accounting and administration of all CTC materiel accounts (accommodation, ammunition, arms, technical and non technical stores)
* Responsible to the Commanding Officer (CO) for all aspects of Safety, Health and Environmental (SHE) and COSHH matters within the Cadet Training Centre. Lead on quarterly SHE meetings
* Responsible for the maintenance and upkeep of the establishment, which includes the infrastructure and grounds. Overseeing all works services (routine, statutory and reactive)
* Supervision of the Soft and Hard FM contract delivery (HESTIA). Attend Bimonthly Infrastructure Management meetings.
* Provide supervision of all contractors on site and maintain close links with SE RFCA, Industry Partners, Lodger Units, HQ South East, Regional Command and Surrey Heath Council at the correct levels.
* Responsible for the tasking, welfare and line management for military and civilian staff employed within the Quartermaster Department.
* Fulfil the role of senior manager for Logistic MIS (MJDI, JAMES)
* Conduct and coordinate timely managerial checks of all materiel accounts
* Manage maintain and submit quarterly loss and other logistic returns
* Act as the Radiation Protection Safety Officer
* Act as the focal point for all external logistic stakeholders
* Carry out additional tasks and advise on logistic related matters as required by the CO.
* Unit lead for the following assurance and inspections: Logistic Support Assurance and Inspection (LSA&I) Land Equipment Assurance (LEA) Force Health Protection Audit (FHPA) Radiation equipment Audit.

Person specification
The Quartermaster is required to manage the Cadet Training Centre Estate (infrastructure, grounds), maintenance contracts and contractors as well as all materiel accounts. In addition, be able to task, supervise and manage the Quartermaster Department team.
Essential:
* Proven expertise in Facilities Management, Logistics and Business Continuity (in either civilian or military environments).
* Strong communication skills to effectively liaise with a diverse set of collaborators and customers.
* Comprehensive knowledge of stores, equipment, and facility functions.
* Experience with Microsoft Office applications.
* Maintain DBS and Security Clearances.
Desirable:
* All Arms Quartermaster qualified (course must be attended in role).
* Unit Safety Advisor qualified (course must be attended in role).
* Radiation Safety Officer qualified (course must be attended in role).
* Experience in Change Management and Business improvement.
* A driving licence is advantageous.
