Brief Description
Support the management of the delivery of renewals and capital investment programmes, planned & cyclical maintenance, as well as providing professional building surveying guidance to support compliance with statutory legislation and minimise risk to Network Rail's operational infrastructure.
About the role (External)
Your Main Responsibilities will be to:
1. Support the delivery of agreed reactive maintenance, planned maintenance, renewals and service charge / cyclical maintenance programmes in compliance with agreed budgets, company standards, statutory legislation and best practice so that the asset condition of the portfolio is maintained and improved and the risk to Network Rail's operational infrastructure is minimised.
2. Maintain and manage an inspection and maintenance programme on all residential, rafts, lineside-interface structures and common areas (in accordance with the Safety Inspections Matrix) such that Network Rail complies with its statutory obligation as a Landlord and minimises risk to Network Rail's operational infrastructure.
3. Develop routine maintenance, renewal and minor capital investment scheme remits into technical work scopes to develop & tender delivery of schemes remitted and manage the progress of works through to completion and hand-back to improve asset value and condition as well as protecting Network Rail's operational infrastructure.
4. Provide a professional standard of guidance and building surveying advice on all matters relating to tenant alterations, structural integrity, building defects, dilapidations, maintenance delivery mechanisms and costs pertaining to the assets to support the delivery of business objectives and targets.
5. Implement a programme of asset condition inspections and assessments and evaluate the outputs to appropriately inform maintenance & renewal proposals and predict & prevent repetitive / similar failures so as to maintain Health & Safety compliance and minimise risk to Network Rail's operational infrastructure.
6. Develop and maintain appropriate relationships with property market professionals, contractors, local authorities and within Network Rail to support the effective maintenance of the portfolio.
7. Undertake role of Client Representative and Designer (including any other roles allocated under Property's CDM 2015 RACI) on behalf of Network Rail in line with CDM Regulations and company standards.
You will ideally have
1. Understanding of statutory and industry requirements for building and construction works including the Building Regulations, CDM Regulations and Planning & Consents Processes.
2. Understanding of track safety, railway possessions regime and rail industry construction requirements.
3. Understanding of statutory and/or rail industry requirements for maintenance and construction.
4. Strong communication skills.
5. Demonstrable experience in delivering a programme of maintenance works.
6. Contract management experience.
7. Experience of working on heritage buildings.
8. Educated to Degree level or equivalent.
9. MRICS qualified.
10. Full Driving Licence.
