We have an exciting opportunity for a Metering Analyst (Grade 11) to join the EMR Metering Team on a permanent basis.
Team Overview:
We are the Settlements Services Provider. We deliver settlement for the Contract for Difference (CFD) and the Capacity Market (CM). We have been appointed by BEIS, and are acting on behalf of the Low Carbon Contracts Company (the CFD Counterparty) and the Electricity Settlements Company (the CM Settlement Body).
The EMR Metering Team’s principal role is to ensure accurate and timely processing of all CM and CFD related metering requests and issues, in line with contractual Service Measures and Key Performance Indicators. A number of processes are required to deliver this effectively. To supplement these processes a service desk is operated in order to answer stakeholder queries and service requests.
Job Purpose:
As an EMRS Metering Analyst, you will be a Subject Matter Expert (SME) on all Metering aspects of the BSC and EMR (CfD & CM) its systems and processes. You will provide specialist analysis, expertise, advice and support to both internal colleagues and external customers and stakeholders. Using your skills and knowledge, you will assist in growing the brand and reputation of EMRS as a leading party in the industry, representing the team and wider company via face to face and online events.
You will be required to review operational processes through your day-to-day work, identifying opportunities for improvement and updating Local Working Instructions (LWIs). There will be opportunities to contribute to projects undertaken by the EMRS team including, but not limited to, new software releases and website updates.
As an SME, you will;
* Analyse and develop/assess options for addressing issues arising in the operation of the EMR arrangements and present options internally and to external stakeholders including LCCC and CMAG.
* Lead and undertake specific pieces of electricity market analysis work to support BSC change, Product development, future market design or Elexon & EMRS’ strategic initiatives.
* Provide SME support on assessment and delivery of industry change with particular focus on strategic areas of significant importance to the team, Elexon and its customers/stakeholders.
* Hold responsibility, where necessary, for developing or contributing to Elexon & EMRS responses to industry consultations, as well as contributing to or developing engagement materials in conjunction with relevant teams and departments.
* Provide analysis, draw conclusions and present recommendations to EMRS, LCCC & CMAG for them to make an informed decision and then take these recommendations forward to implementation.
* Provide advice, training and support to Market Participants and Key Stakeholders to help them understand their obligations and interpret regulatory requirements.
Key Responsibilities:
* Complete all daily metering tasks assigned to ensure timely and accurate settlement of EMR charges. This includes metering aggregation processing for both CM and CFD, meter test processing, component reallocations, change requests, OCP’s & SRI’s, along with interpreting and processing information received from 3rd parties.
* Provide guidance on technical operational metering to deliver business projects, process improvement initiatives and change assessments for the Capacity Market Regulations and Rules, and Contracts for Difference and any new schemes or legislation.
* Respond to, and take ownership through to resolution of, internal and external customer queries on operational and technical issues via the Service Desk.
* Ensure that site audits are conducted, and results are promptly issued to Capacity Providers and CFD Generators where applicable and NESO/LCCC are informed of any failures.
* Interact with a wide range of industry stakeholders, including customers and key service providers; influence customers and industry stakeholders to increase their awareness and confidence in our capabilities.
* Support with both internal and annual external audits. Produce monthly reports ensuring any issues or discrepancies are explained and resolved in full.
* Contribute to incident and problem management by keeping colleagues and line manager informed of any operational issues.
* Support EMRS Operations activities where required, including but not limited to, file loading and aggregation rule processing.
* Contribute to successful outcomes of annual and ad-hoc processes including, but not limited to, ISAE3402 controls audits, ISO9001 QMS and ISO27001 Information Security accreditations.
Capabilities and competencies:
Critical:
* Demonstrable knowledge of the Regulations, Settlement Services obligations, requirements, systems, processes, and the roles and responsibilities of the stakeholders.
* Have a good knowledge and understanding of EMR, SVA, CVA and Asset Metering.
* Understanding of the impact of EMR Metering and its processes.
* Proficient knowledge of the roles and responsibilities of BSC Agents, EMR Parties and their agents.
* Proficient in Microsoft Office (Word, Excel and PowerPoint).
* Working knowledge of SQL.
* Self-motivated, willing to take ownership of the planning and execution of tasks, with the flexibility to adapt to shifting priorities, demand and timelines, and ability to deliver under pressure.
* Ability to influence and advise key stakeholders positively.
* Be interpersonally astute.
* Excellent organisational, planning and time management skills, whilst managing a varied/busy workload and maintaining quality.
Developmental / Desirable:
* Have generic knowledge of the roles of the BSC Panel, Panel Committees, including their powers, responsibilities and operating procedures.
* Have a good knowledge or be able to acquire an awareness of the GB electricity market.
* Aware of the changes occurring within the GB electricity market and the potential impact these may have on BSC Parties and other industry stakeholders' arrangements.
