DUTIES:
Reporting to a departmental manager or designate, this position will provide overall management for every aspect of the design, development and implementation of major corporate–wide program initiatives and events. Responsibilities include:
1. Supervise and direct work effort of all resources (internal and vendor) assigned to the program.
2. Define the requirements and approach to meet organizational goals, comprising multiple inter-dependent work streams spanning software elements, new and changed business processes, changes to organizational structure and capabilities.
3. Initiate and promote cross functional working relationships with project sponsors, business community, investors, developers, senior management, vendor, and key clients within the Corporation.
4. Manage the expectations and demands of various stakeholders.
5. Mentor and develop leadership strength and act as an information resource for the project.
6. Negotiate resources and obtain financial, physical, or human resources to support projects or programs.
7. Establish program schedule and integrate development of best practices, project standards, procedures, and quality objectives.
8. Conduct reviews of the project’s status and associated staff.
9. Oversee vendor management including coordinating vendor activities.
10. Oversee the development of Contracts, Service Level Agreements and the evaluation, selection, and procurement of products and/or services from vendors.
11. Establish and review project plans, schedules, and staffing requirements.
12. Manage and direct project team and remove roadblocks which may inhibit project success.
13. Identify and mitigate project risks and issues.
14. Prepare Council reports and present to council and/or senior management.
15. Undertake strategic communication targeted to the private sector, partnership development, business attraction, retention efforts, and public relations initiatives.

QUALIFICATIONS:
Must have:
1. A University Degree in Business, Marketing, Communications, or related field or Ontario Ministry of Education equivalency and a minimum of four (4) years of experience in Project Management, Marketing/Communications, Leadership and Planning skills; OR
2. A Post Secondary College Diploma in Business, Marketing, Communications, or related field or Ontario Ministry of Education equivalency and a minimum of six (6) years of experience in Project Management, Marketing/Communications, Leadership and Planning skills; OR
3. An Ontario Secondary School Graduation Diploma plus one (1) year of post-secondary education in Business, Marketing, Communications, or related field from a Community College or University or Ontario Ministry of Education equivalency and minimum of ten (10) years of experience in Project Management, Marketing/Communications, Leadership and Planning skills.
Additional requirements include:
1. The ability to travel to offsite locations in a timely & expedient manner as required. If method of travel is by vehicle, a current valid and lawful driver’s licence is required in accordance with the Highway Traffic Act.
2. Effectiveness in a multi-disciplined, fast-paced environment that requires a high degree of personal organization, motivation, initiative, problem-solving techniques and highly developed project management skills.
3. Proven success in implementing complex change projects.
4. Demonstrated proficiency in the use of project management methodologies, tools and their application.
5. Proven leadership qualities and be both self-motivated and a team player.
6. Exceptional skills in the areas of organization, prioritization, planning, and problem solving.
7. Strong interpersonal and consensus-building skills.
8. Excellent written, verbal, research and presentation skills.
9. Computer literacy skills utilizing the Microsoft Office Suite of Products including Outlook, Word, Excel and PowerPoint.
10. Strong knowledge of municipal business and regulatory processes.
11. Knowledge of the Occupational Health and Safety Act, its regulations and knowledge of the hazards associated with the work.
12. Must complete and remain current per the requirements of the Corporation’s Management Certificate Program; A physical demands analysis will be completed with the incumbent after approximately six months of occupying the position.
