Interim Client Manager – Housing

Pay Rate: £67.57 per hour PAYE
Hours per week: 37 Monday – Friday, normal working hours
Role Length: This opening assignment is for 5-6 months
City: Stoke on Trent, Staffordshire
Hybrid with the expectation of a minimum of 3 days a week at the office in Stoke on Trent.
The purpose of the role is to lead on managing a highly effective client function in relation to Unitas, driving transformation service improvements and business change.
Key Responsibilities:
Lead on the provision of accurate and timely professional technical advice and direction, including in respect of building safety as it relates to council homes and to inform investment decisions.
Inform decisions relating to the repairs maintenance service, investment and operational activity through Unitas - including in relation to affordability and value for money.
Lead on the effective governance of Unitas, including in relation to the governance arrangements, finance, client risk management and adherence to the provisions of the governing documents and to key areas of policy.
Lead on the effective auditing and validation of work, via both desk top and site visits, delivered by Unitas, including in respect of asset compliance (including in relation to fire, gas, electrical, water, asbestos, carbon monoxide, solid fuel safety), and to challenge where necessary.
Ensure the effective management, monitoring and reporting of performance relating to delivery against the shareholder’s strategic objectives and operational measures and to challenge where necessary, ensuring continuous improvements in the service and modernisation and improvement programmes for the council’s housing portfolio.
Lead on the undertaking of periodic reviews relating to Unitas, for example in relation to the agreement between the council and Unitas.
Lead on the development, agreement to, management and monitoring of service level agreements for services provided by the council to Unitas.
Lead from the client perspective on the rolling annual review of Unitas’s Business Plan.
Contribute positively to the Strategic Asset Management and Housing Revenue Account Steering Group and help to drive activity in relation to it, including in respect of Unitas’s 5 year capital programme, from the council’s perspective.
Inform and support the development of HRA policy in relation to repairs and maintenance and compliance.
Inform and support the development of new council houses in line with strategic priorities, housing demand and investment requirements as they relate to existing stock.
Inform and support work relating to the HRA Business, including ensuring that Unitas collects, maintains and makes available robust HRA stock condition information.
Qualifications:
Degree in relevant subject or relevant professional qualification, or equivalent successful experience coupled with clear evidence of a commitment to continuous professional development.
Skills & Experience:
Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
Experience of successfully managing the implementation of sustainable transformational changes to service delivery, including managing and motivating staff impacted by the changes.
Experience of successfully developing highly effective working relationships and interfaces across different organisations and of working collaboratively with a diverse range of people.
Experience of successfully procuring and managing diverse, complex, high value contracts and of successfully managing large, complex, projects.
Excellent knowledge and understanding of building health and safety compliance and construction, design and maintenance (CDM) regulations and legislative requirements.
Good level of technical knowledge and expertise in relation to all aspects of repairs and maintenance and building technologies as they pertain to housing.
Detailed understanding of asset management, including options appraisals.
Detailed understanding of the regulatory frameworks for council housing.
Detailed understanding of housing funding processes and the setting and management of high value budgets and associated business planning.
Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
