The post holder will have a requirement to respond to a number of different challenges in this role. The accountabilities are varied and a degree of knowledge is required in each area to ensure effectiveness.
You will be responsible for leading and developing a multi-disciplined team of industrial and contractor staff in delivering the safe, effective and productive provision of outputs associated with Compliance and HV Test Centre testing and inspections. Ensure compliance with current SP Energy Networks policies and quality systems.
What you’ll be doing
1. Deliver business plan outputs for Compliance & HV Test Centre inspections & testing in line with financial, regulatory and business plan objectives.
2. The Post holder will have overall responsibility to ensure the inspection of Test Prod & Earthing Equipment is maintained in accordance with OPSAF-04-024 and that HV test centre activities are adhered to as set out in SMS-10-041 and SMS-10-051.
3. Lead and coach a team of industrial staff, compliance and HV test Centre inspectors to ensure safe working practices are utilised in the course of maximising outputs and productivity levels in line with relevant business objectives. Ensure teams are competent, authorised and equipped to meet the needs of the work programme. Inspire a culture that ensures the effective delivery of business outputs.
4. Contractor management to enable project delivery without compromising on safety and quality. Be involved in the engagement of contractors and the subsequent renewal of any contracts through the procurement tender process.
5. Analyse business performance to ensure ongoing delivery of outputs are completed within unit and authorised prime costs, to required quality standards and within required timescales, identifying opportunities for future improvement.
6. Produce monthly inspection output reports.
7. Through utilisation of productivity reports and effective performance management, manage the behaviours and performance of team members, where appropriate ensuring that all concerns are managed in accordance with relevant Company procedures.
8. Promote and drive exemplary health and safety culture and performance to ensure safe and efficient delivery of all works associated with the overall district delivery plan. Work closely with the Health & Safety Section regarding safety issues or when defective equipment is identified.
9. Proactively assist respective areas in the management of daily and longer term resource planning.
10. Prepare and manage budgets and monitor appropriate cost information from relevant financial systems. Focus on minimising discretionary spend and ensure proactive control of costs. Have budgetary control of the calibration and repair of equipment used by Field based Staff within Energy Networks South.
11. Support the delivery of depot management activities and responsibilities as allocated within Organisational Arrangements documentation as required by the business to ensure effective depot management across the operational depot aligned to the district.
12. Respond appropriately to Customer Complaints, taking ownership and resolving as appropriate.
What you’ll bring
1. Knowledge of inspection, test & compliance policies, in particular OPSAF-04-024 & SMS-04-024.
2. Investment Delivery Business Plan including objectives and KPIs.
3. Appreciation of the regulations and requirements for the inspection of Lifting Operations Lifting Equipment Regulations 1998 (LOLER) and Provision and Use of Work Equipment Regulations 1998 (PUWER) Appreciation of HV fault location techniques and related operational issues.
4. Appreciation of HV test centre activities in particular SMS-10-041 and SMS-10-051 and contribution to company LLHO working.
5. Knowledge of health, safety and environmental legislation.
6. Knowledge of Energy Networks safety rules, policies and procedures.
7. Awareness of the Industrial Relations framework and associated issues.
8. Customer Service skills.
9. Construction, Design and Management legislation and compliance obligations.
10. Awareness of the strategic direction of the ScottishPower group, in particular Energy Networks Division.
