Location: East Riding and Northern Lincolnshire
To carry out all of the functions conferred on the Proper Officer by statute or otherwise.
To be responsible for ensuring that the statutory and other provisions governing the administration of the Council and its affairs are complied with.
To prepare the agendas for meetings of the Council, its committees, and any Annual Parish/Town Meetings, and to attend such meetings and prepare the minutes. The Clerk will be responsible for ensuring that all decisions of the Council, its committees, and sub-committees are carried out accurately and promptly.
To supervise other staff employed by the Council and ensure that relevant statutory provisions covering the terms and conditions of employment are observed.
To maintain a register of the Council's assets and property, ensuring regular inspections, maintenance, and adequate insurance coverage.
To manage Council property and assets including a Town Hall, Cemetery, Skate Park, Children’s Play Area, Allotment site, trees, and land.
To fulfil the role of Responsible Financial Officer which includes:
1. Preparing financial reports for the appropriate committee and/or the council covering budget monitoring, fund balances, receipts to date, payroll summary, payment of accounts, and other relevant matters.
2. Submitting the precept to the billing authority and supplying any requested breakdown.
3. Managing invoicing, collection of funds, cash flow, and control investments and bank transfers.
4. Managing an appropriate accounting system.
5. Handling the overall management of payroll and payments made to HMRC and other parties.
6. Making quarterly VAT returns and dealing with VAT inspections.
7. Preparing and balancing final accounts in accordance with regulations and Council requirements.
8. Producing accounts and records for internal and external audit in accordance with regulations.
9. Monitoring compliance with the Council’s financial regulations.
10. Managing insurance risk, processing claims as necessary, and reporting annually to the Council on insurance risk.
