Accountable to the Chief Operating Officer, the postholder will be lead for the effective integration and adoption of IT & Digital technologies for patient flow and hospital co-ordination. The postholder will work with the eCare Programme, Cornwall IT Services (CITS), clinical and operational leads.
The postholder will be responsible for leading, inspiring and developing the patient flow workforce to continuously engage with IT & Digital technologies driving improved standards of patient flow and discharge.
The post holder will lead on the interpretation and implementation of national policy for technologies related to patient flow, developing policies & procedures to deliver effective bed management processes and discharge across Royal Cornwall Hospitals.
* Deputise for the Chief Operating Officer for specific meetings.
* There may be instances where within the Trust Standing Orders the post holder will need to act with delegated authority on behalf of the Chief Operating Officer.
* The post holder will hold a portfolio of projects to deliver digital transformation which will include financial management in regard to delivering Cost Improvement Programmes (CIP). This will include complex CIP tracking with the savings being delivered in areas outside of the direct control of the post holder.
Working on behalf of the Chief Operating Officer in aligning digital operational behaviours and benefits across the wider Cornwall and Isles of Scilly Integrated Care System.
Main duties of the job
Provide day to day leadership on operational IT & Digital technology adoption, in the context of a pressured large acute hospital setting whilst leading on the implementation of national policy for technologies related to patient flow and discharge.
Influencing workforce, expenditure and ways of working across multiple care groups with individuals who the post holder does not have direct line management responsibility for.

Qualifications
* First level degree or equivalent level of experience.
* Senior health care management experience, equivalent to master's level.
* Evidence of Management and Leadership Development geared towards very senior posts.
* Prince 2 qualification or equivalent project management qualification or skills and experience.
* Evidence of continuous professional development.
* Clinical speciality qualification.
* MSc Health Care Management.
Experience
* In depth knowledge and experience of capacity & demand management in an acute hospital setting.
* Substantial experience in leading large scale strategic development projects.
* Evidence of prior achievement in devising effective strategies to manage patient flow working across business units and sovereign organisations across and ICS.
* Experience of budget management to include the delivery of high value and highly complex cost improvement programmes.
* Experience of developing and working within good governance frameworks including risk management and assurance.
* Proven and high level of managerial competency including ability to manage and lead in a complex and dynamic professional environment.
* Experience of developing innovation and vision, including an ability to build organisation capabilities, establishing a clear strategic vision and direction and translating this into successful outcomes.
