The South Yorkshire Supertram system is the region’s fast, frequent, zero-carbon mass transit system allowing people to access jobs, homes, education, leisure and retail destinations. The system is owned and managed by SYMCA, with operations and maintenance recently transferring to South Yorkshire Future Trams Limited (a wholly owned subsidiary of SYMCA) following the end of Stagecoach’s 27-year contract.
SYMCA is embarking on a wide-ranging improvement programme to modernise the Supertram system and improve the service for our passengers. This includes the renewal and upgrade of many of the tramway signalling and telecoms assets, including the LRT signalling system, the SCADA system, the Tramway Management System, Station Information and Surveillance Systems. We are also exploring options for extending the tram network in line with our Mayor’s transport vision.

Key Responsibilities
As the Signalling and Telecoms Engineering Manager, you will act as the lead point of expertise for all matters relating to the signalling and telecoms assets (including SCADA, LRT signalling, Automatic Vehicle Location System, Radio, CCTV) which form the Supertram system. Through providing expert opinion and technical challenge, you will support SYMCA’s intelligent client function, ensuring we are managing risks to the system and achieving value from our suppliers.
You will work with our operator to ensure the condition and performance of such assets are safe and compliant with all legislation and best industry practice so that SYMCA’s responsibilities and duties as asset owner are appropriately managed and discharged. You will monitor risks and issues to ensure long-term plans are developed to deliver SYMCA’s strategic objectives for the tram system.
You will also play a key role in our renewals programme ensuring our technical requirements are robustly developed into specifications and provide technical assurance of the outputs delivered by our suppliers.
Other key duties include:
* Define and maintain technical standards for light rail signalling and telecoms assets, including functionality, performance, reliability and maintainability.
* Develop and deliver the long-term strategic asset management plans for the light rail signalling and telecoms engineering assets, including major lifecycle renewals and life extension works, to ensure the lifespan and availability of the assets are optimised.
* Support the Operator in developing annual maintenance plans and budget requirements. Review, challenge and approve these on behalf of SYMCA.
* Continuously and proactively monitor the Operator’s progress and performance, to ensure their maintenance activities are robust such that risks relating to safety, performance, reliability, obsolescence and cost are appropriately managed to a level acceptable to SYMCA.
* Review and analyse asset information (e.g. performance data) to identify trends and inform appropriate asset management practices and regimes. Review proposals for amendments to asset maintenance regimes when requested by the operator, and approve on behalf of SYMCA (if risk is deemed satisfactory).
* Produce scopes and specifications for designs and works in relation to the Supertram signalling and telecoms engineering assets.
* Provide technical expertise to and review documentation (designs, drawings, specification, as-built information etc.) developed by others as part of asset renewal and extension plans, and critically challenge proposals to ensure the risks (mainly relating to safety, maintainability, ongoing renewal obligations and interfaces with other assets) are acceptable. Provide technical acceptance of designs and construction works on behalf of SYMCA.
Skills, Knowledge and Expertise
Technical knowledge of signalling and telecoms engineering assets, ideally in a light or heavy rail environment is essential, with a particular focus on telecoms is preferred. The ability to review data (e.g. asset condition, performance data, technical documents) and develop plans for acceptance is essential, alongside experience managing suppliers through different stages of the asset lifecycle (design, construction, testing and commissioning of assets).
It’s also important that you have the following skills and experience:
* Educated to degree level or equivalent in an engineering discipline.
* Proven experience working in an engineering/asset management role within the heavy or light rail industry.
* Established delivery record in maintenance, obsolescence management, life extension works, and renewal of signalling and/or telecom assets.
* Proven experience of effective technical communication within an organisation and ability to influence stakeholders.
* Ability to influence decision making, using information and analysis as appropriate.
