Defect Manager
Dumfries and Galloway Royal Infirmary
Full time 37.5 hours per week Monday- Friday (site based)
£48,000- £53,000 dependent upon experience
Serco are recruiting for a Defect Manager to join our team based at Dumfries and Galloway Royal Infirmary. The Defect Manager will be responsible for the management of latent defects arising from the building and systems performance across the Hard FM Service provision on the Dumfries & Galloway Royal Infirmary (DGRI) site.
This role will support the Contract Manager and will be the contract lead on all technical and administrative matters relating to latent defect management. Furthermore, you will work with the in-house team and external technical specialists to ensure identified latent defects are managed in keeping with the DGRI Contract and in particular the associated Interface Agreement and collaborate and co-operate with Serco Commercial and Finance Business Partners and colleagues and the SPV, NHS Board, to deliver a timely and efficient risk managed service.
Main Accountabilities:
* Support the site Technical & Maintenance Managers in the identification, investigation and reporting of latent defects arising and currently being managed on site. Preparing briefing papers as required for progressing issues and information purposes.
* Chair and attend required meetings in relation to latent defect management.
* Prepare latent defect reports for submission to Highwood Health, NHS and DGRI.
* Review, report on and progress the existing latent defects for accuracy and supporting materials and identify any other latent defects that arise from any Planned, Corrective or Reactive Maintenance, ensuring that they are incorporated into the Defect Register.
* The subsequent latent defect reports accompanying any identified latent defect will include for example physical defects, non-compliant performance, lack of handover information and lack of/incomplete/incorrect commissioning data.
* Provide Commercial Advice on this subject matter where necessary on a draw down basis.
* Manage and maintain the site Defect Register, adding any new latent defects, removing completed defects and ensuring the revisions are kept up to date and noted in line with the site Quality System.
* Assist in the management of completion of latent defects, liaising with Architects, Consultants, Our Client and Contractors in the remedy of these problems as required.
* Manage and maintain the information associated with site latent defects, creating digital and hard copy files aligning dates with the Defect Register.
* Ensure Health and Safety File Information is collated and that the source documents such as Built drawings, schedules, O&M’s, service manuals etc are amended on the digital and paper copy records on site.
* Ensure Subcontractor Interface Agreement is correctly applied coordinating and following its requirements.
* Prepare regular monthly reports for the Maintenance and Technical Manager as well as Summary Reports for the Contract Director to accompany the Defect Register, giving clarity and context along with any risk associated with non-delivery of remedy.
What you’ll need to do the role:
* The level of knowledge and skills will require several years working in a middle management role as a minimum.
* Extensive knowledge of and experience using PFI/PPP Contracts from a Service Provider or Client perspective.
* Previous construction experience and the management of latent defects within both building and complex mechanical & electrical engineering systems preferably in healthcare.
* Educated to a minimum of HNC/HND level in an engineering discipline, with relevant experience and/or trade background working within a maintenance environment.
* Commercially aware with an ability to deliver against typical estates contractual KPI requirements.
* Be conversant with the workings of the mechanical, electrical and electronic systems used within a Healthcare Environment.
* Experience of requirements of Scottish Healthcare Technical Memorandum.
* Ability to work to tight deadlines in a demanding environment.
* As part of a small team the post holder will be required to participate in the Management On-Call rota.
* Able to enter all technical areas of the building.
* Member of the Institute of Healthcare Engineering and Estate Management and registered with the Engineering Council.
* Qualified to IOSH Managing Safely level or equivalent.
* Trained in the use of the Fire code Suite of Documents and had practical experience implementing and maintaining them across the Passive and Active systems and their required Management System compliance.
