As part of an established team, the Senior Flood Risk Investigation Officer will support the Flood Risk Manager in implementing and communicating the requirements and new responsibilities of the Flood and Water Management Act 2010.
In this role, you will investigate significant flooding incidents within your designated area of Cheshire East while also assisting other Flood Risk Officers in their respective regions. Additionally, you will oversee transient works, such as jetting and CCTV inspections, following flood events—covering both highway drainage infrastructure and third-party culverted watercourses.
You will also play a key role in managing the Capital Program budget, focusing on Level 3 projects and securing external funding opportunities. Furthermore, you will contribute to maintaining the LLFA’s Asset Register and support Flood Risk Engineers with site visits related to planning applications.
Key Responsibilities
* Assist the Flood Risk Manager in the delivery of the flood risk functions, new duties and responsibilities
* Assist with delivery of Strategic Flood Risk Management Body and Flood Risk Management Strategy
* Assist with regulation and technical adequacy of new development and drainage works activity
* Review and improve the quality of the existing data relating to flood risk in the local area
* Improve the understanding of flood risk in the local area by reviewing existing information and data and by seeking additional data sources
* Supervise transient works (jetting/ CCTV inspection)
* Help prepare responses to enquiries including ‘fix my street’, Freedom of Information Requests, Members Enquiry Services (MES’) or MP correspondence
* Work collaboratively with other Risk Management Authorities such as UU, EA, Highways etc.
* Help direct the Highways workforce and Supply Chain Partners
* Help lead and manage the Council’s preparation to becoming a SuDS Approval Body (SAB)
About You
* Experience communicating with the public, Council Members, MPs, and stakeholders across various platforms
* Degree/HNC in Civil Engineering or equivalent qualification
* Full, clean driving licence
* Experience conducting drainage investigations for multiple flood sources
* Proven track record in delivering flood risk, river, and drainage improvement projects
* Proficiency in technical data management systems, including AutoCAD, MicroDrainage, and FEH
* Strong knowledge of legislation, procedures, and guidance relevant to Flood Risk Management
* Ability to write and present technical reports for diverse audiences.
* CSCS qualified
* DEFRA Level 1 & 2 Working Near Water certified
* SSSTS / SMSTS certified
