Clinical Contracts Officer, Business Development

We are seeking a highly organised and detail-oriented Clinical Contracts Officer, Business Development to join our team. The successful candidate will play a key role in providing IT support to the Business Development team who manage the Trust's clinical contracts and commissioner contracts.
Main Duties of the Job
1. Provide administrative support and data analysis for the Trust's clinical contracts to support contract management and negotiations.
2. Create, maintain, and operate processes to validate invoices received from external providers.
3. Collect information and documentation required for inclusion in the Trust's Head Contracts with NHS England, NHS Surrey Heartlands ICB and associate commissioners, and other clinical sub-contracts.
4. Fulfil ad-hoc data requests and data analysis on the Trust's activity, coding and costing data and FOIs.
Job Responsibilities
1. Assist the Contracts Managers with collecting relevant documentation and information required for contracts including but not limited to quality compliance and insurance certificates and Trust policies.
2. Provide data analysis for new contract requests such as cost modelling and comparison for trust income versus contract price based on expected activity levels.
3. Act as a primary point of contact to receive Key Performance Indicators from the Trust's contracted providers.
4. Support the Divisions when they require ad hoc reports and help with regard to contracting issues.
5. Assist the Head of Contracts with Exit Planning tasks when clinical sub-contracts approach expiry/termination.
6. Be the primary recipient of specialised commissioning circulars.
7. Assist the trusts Health Informatics Team with the quarterly data collection and submission of metrics required for the Specialised Service Quality Dashboards (SSQD).
8. Collect and collate weekly data for the Central Diagnostic Centre (CDC) and submit this via the NHS England portal.
9. Perform regular housekeeping of the contracts register at least once per month.
10. For all Business Development contracts, perform a regular audit and check of invoices in and out versus expected contract value.
11. Support the Head of Contracts with responding to general data queries, including Freedom of Information Requests (FOIs).
12. Provide and receive complex information, some of which may be contentious or sensitive.
13. Review data reports as required, ensuring that the systems used are robust and data anomalies are identified and investigated.
14. Support Contract Manager with review of current working practices and policies.

Qualifications and Further Training
* Educated to degree level (in IT and Data Analysis) or equivalent experience
Experience
* Work experience involving data analysis, data preparation and presentation e.g. SQL Management Studio
* Experience of working within an NHS or Healthcare environment
* Experience with Electronic Patient Records Systems/Radiology Systems, Patient Booking, E-Referral Systems
* Experience of performance monitoring or management of contracts
Knowledge
* NHS Constitution

* Knowledge of the use of data and how it is used to identify, track and monitor improvements
