Job Title: Strategic Asset Planning Manager (Structural)

What You’ll be doing:
Responsible for developing the long-term approach to managing assets, this role aligns directly with the MOD Asset Owners for the structural groups of assets at Portsmouth Naval Base. The Asset Planning Manager will identify the asset and asset-system related activities that are necessary to deliver long term value to Portsmouth Naval Base and support the delivery of the Asset Management Strategy & Objectives.
Through assessing and setting the scope and technical requirements of the estate output to meet future forecasted demand, you’ll be responsible for producing asset management plans containing maintenance strategies and embedded Asset Life Cycle Plans for critical structural infrastructure. You’ll also provide the Authority with transparency and knowledge of their built estates’ assets allowing them to make informed decisions that reduce operating costs and allow the prioritisation of investment in a resource constrained environment.
You’ll Have:
A Chartership in Engineering, with discipline experience of construction methods gained as a manager within the construction / facilities / asset management industry at strategic, operational and tactical levels. In leading engineering activity across asset and project lifecycles with a focus on benefit realisation to deliver the required estate and programme outcomes, you’ll be conversant in assuring compliance to all relevant statutory and regulatory legislation within a structural and built infrastructure environment.
With knowledge of safely satisfying operational demands in an uncertain climate with new and aged infrastructure, you’ll confidently recognize approving standards & specifications for use by other internal departments, you’ll also posses key experience / knowledge of creating and implementing maintenance strategies including, but not limited to Condition and Risk Based Maintenance, Building Information Management (BIM) and Asset Data Management systems.

With membership of related technical professional body such as CIBSE, IMech, IET etc. you'll utilise a flexible and proportional approach to governance in order to retain control in a fast-paced environment through collaboration across client and internal engineering teams, delegation and audit.
You'll champion strong leadership competence, the ability to communicate and influence others, have excellent organisation skills and be well versed with presenting key analytical data with interpretation that will provide result to strategic decision making.
