You should expect to work 4 days a week in HMNB Clyde in agreement with your Line Manager About the job Job summary His Majestys Naval Base Clyde (HMNB Clyde) is home to the United Kingdoms Strategic Nuclear Deterrent, Astute Class Attack Submarines, First Mine Counter Measure Squadron and 43 Cdo Royal Marines. It is an operational support and maintenance base, within the Navy Command top level budget (TLB) and comprises both Faslane and Coulport sites. HMNB Clydes primary purpose is to provide engineering and logistical support to the Royal Navy in maintaining Continuous at Sea Deterrent (CASD). This is achieved by ensuring at least one Vanguard Class submarine is on patrol at sea every day of the year. Royal Navy Armament Depot (RNAD) Coulport is responsible for the storage, processing, maintenance and issue of the Trident Weapon System and the ammunitioning of all submarine-embarked tactical weapons. The King's Harbour Master (KHM) is accountable to the Secretary of State for Defence through the Naval Base Commander and Director Submarines for navigational safety, the preservation of life, protection of the environment, protection of Ministry of Defence (MOD) property and the continuity of the business within the Dockyard Port of Clyde. The Port Operations Manager (POM) is responsible to KHM for the planning and execution of all Port Operations, including movements and harbour operations, ensuring that safety, environmental and commercial guidelines are incorporated in the delivery of the service. The POM will oversee the delivery of Harbour Control (VTS) and its associated activities, policy and personnel; in addition, the POM will act as the line manager for the Admiralty Pilots and the Harbour Planning Manager. The POM will be the lead for all seamanship and local navigation advice as it applies to the port, ensuring that base-ported and visiting port units are briefed as directed and that local navigational acquaints are provided. This position is advertised at 37 hours per week. Job description The successful Candidate will be responsible for: To be the Dockyard Port Subject Matter Expert (SME) on all matters relating to operations. To be the adviser to KHM on all matters of local navigation and seamanship. To liaise with port stakeholders for port operational matters, navigation, and seamanship. Brief and advise UK and foreign warship port users on local navigational issues and arrange navigational acquaints as required. To oversee the compilation of medium to long term vessel movements programmes and the production of short-term forecasts. To oversee the allocation of berths, moorings, and anchorages to ships. To liaise with the stake holders to provide berth availability to meet the operational programme and monitor the suitability and availability of Aids to Navigation (AtoNs). To be fully conversant with Local Regulations, Local Notices to Mariners, Navigational Warnings and relevant National Publications. To advise KHM on waterfront contractor performance (berthing). Manage and oversee the provision of the Admiralty Pilotage Service in liaison with the senior watch pilots. Oversee the provision of the Harbour Control service (VTS), its associated activities, policy compliance, personnel, and equipment. To act as the lead for the availability and performance of the system and to liaise with port stakeholders regarding the provision of the service. To be the Port Operations projects management lead, act as lead for Port Operations on Queen Elizabeth Class (QEC) and Dreadnought projects. To be the KHM Command Team Member for Nuclear Emergency Response Organisation (NERO) incidents for the periods required and to be at one hours' notice to return to Port Operations. Undertake additional tasking commensurate with the grade as directed by Line Management as necessary. To act as KHM representative as directed.
