Senior Procurement Specialist
Location: Warrington

The Role
This position involves managing the procurement process for major projects across industries such as Oil & Gas and Nuclear. The successful candidate will oversee procurement from start to finish, leveraging their subcontracting experience to support ongoing projects.
Key Activities
1. Collaborate with cross-functional teams (Procurement, Sales, Bid, Engineering, Quality, Legal) to lead procurement activities for major projects.
2. Manage the entire procurement lifecycle, including:
* Pre-Contract:
o Assist proposals with procurement and subcontracting, ensuring alignment with client contracts and minimizing risks.
o Manage tendering processes, including clarifications and technical/quality liaising.
o Propose pricing strategies and team inputs for proposals.
* Post-Contract:
o Develop tailored package strategies considering risks and project drivers.
o Maintain procurement plans throughout project lifecycle.
o Coordinate with engineering to create suitable scope of work packages.
o Ensure inclusion of quality, health & safety, and project control requirements.
o Conduct tender assessments to select the most advantageous bids, managing technical, quality, and HSE aspects.
o Negotiate subcontracts, including flowdowns, amendments, site conditions, and payment terms.
o Organize kickoff meetings and expedite requirements.
o Ensure compliance with Bilfinger SE standards and lead application across departments.
o Manage change orders effectively.
1. Require 5+ years of experience with NEC forms of subcontract, with knowledge of other forms like MF1, FIDIC, IChemE being desirable.
Experience & Qualifications
* Proven senior procurement experience managing multiple subcontract packages in project environments.
* Knowledge of SAP procurement system.
* Familiarity with various contract forms: NEC3 & 4, MF1, FIDIC, IChemE.
* Understanding of mechanical, electrical, control, instrumentation packages, and general procurement.
* Experience in change management and continuous improvement.
* Ability to work under pressure and meet deadlines within project teams.
* Membership of professional bodies such as CIPS (essential).
* Postgraduate procurement or management qualifications preferred.
* Engineering qualifications (ONC, HNC, HND) desirable.
