Purpose of the Role
Provide dedicated finance expertise, insight and business partnering to NERC management on core research & development budgets - National Capability & Planning (working closely with stakeholders to add financial awareness to decision making and deliver outcomes that are in line with NERC and UKRI priorities) and support the Head of Finance on longer term financial planning and reporting.
Key Areas of Accountability:
1. Leadership / teamwork:
Build & maintain good working relationships with colleagues & partners and provide input and advice.
Support NERC Programme Managers and Senior Leadership Teams to effectively manage their programmes through the provision of timely, accurate and complete financial information, advice, and constructive challenge.
Support the wider NERC and BBSRC FBP teams, to ensure that collectively the wider team meet its objectives, improves resilience, and shares best practice.
Understand the linkages and dependencies between the different Councils within UKRI by actively working with other Finance Business Partners and colleagues across UKRI to seek opportunities for improvement, change and efficiency within Finance, strengthening internal controls, financial analysis, and effective management of programmes and promoting a culture of teamwork.
Represent the NERC FBP team on the development, testing and implementation of the new ERP platform (through the SHARP programme).
2. Delivery / programmes / projects / process:
Perform a range of reporting and control functions, positioning Finance to work with the business and link budgets to delivery plans and business cases.
Communicate the importance of Finance to partners at all levels, and use strong business awareness to present insightful information and analysis to support effective longer-term decision-making and deliver outcomes in line with Council/UKRI priorities.
Manage annual and multi-year budget setting and forecasting cycles.
Manage applications for additional budget cover.
Ensure compliance with internal financial, BEIS and HNG controls within assigned business areas.
3. Other:
This job description is intended to provide a broad outline of the main duties and responsibilities only. The post holder will need to be flexible in developing the role in conjunction with their line manager. The post holder may be asked to carry out any other delegated duties or tasks that are in line with the post.
Leadership:
1. Be an active participant in the SHARP implementation programme, supporting both NERC and BBSRC Councils, and their respective FBP teams.
2. Lead on the rationalisation and harmonisation of NERC finance processes and reporting in order to improve the efficiency and effectiveness of the NERC FBP team and the wider business, in preparation for migration to the new ERP.
3. Manage and support the development of the joint BBSRC/NERC FBP apprentice.
Budget and outturn management:
1. Lead on the production of relevant core R&D budgets, ensuring they are in line with UKRI allocations and NERC strategic priorities.
2. Manage National capability programme which is circa 40% of NERC Core budget which supports long-term science and science capability with investments awarded on a 5+ year basis. All investments are managed off system and requires rigorous financial management.
3. Ensure annual expenditure is managed within agreed budgets and accurate and robust forecasts are produced in line with monthly timetables.
4. Ensure budget holders and other stakeholders are informed of, and comply with, accounting rules and internal controls.
Shortlisting criteria:
1. Qualified Accountant (ACA/CIMA/ACCA/CIPFA), actively working towards qualification, or equivalent experience (QBE).
2. Strong understanding of accounting and finance and demonstrable experience of working in delivering effective financial management & reporting.
3. Experience of financial modelling & controls.
4. Demonstrable experience of month and year-end processes - accruals and prepayment calculations, variance analyses etc.
5. Demonstrable experience of working as part of a wider-business, consulting with senior stakeholders, utilising an in-depth understanding of business priorities and effectively working with partners to meet organisational and financial objectives.
6. Experience in provision of high quality written and oral advice suitable for senior level decision makers.
7. Proven experience in the preparation of complex budgets, forecasts and financial plans.
8. Understanding of the role of governance, risk management and assurance in project delivery.
