We’re seeking a Housing Operations Manager with significant experience within the social housing sector, extensive housing management knowledge and proven leadership skills to join us.
You’ll lead the housing management team to deliver exceptional results for our customers.

This is a site-based role.

Main Responsibility
* Be the expert lead on all aspects of the Housing management services, responsible for people and operational management for Milton Keynes City Council as a Landlord. You will work with the Head of Housing Operations to best support the overall aims and responsibilities of the services Key Performance Indicators, helping to shape, drive and deliver strategic direction for the Housing service.
* Ensure MKCC meets the required regulatory consumer standards and future consumer measurables of our performance across all aspects of work. You will play a lead role in the success of reporting and monitoring our Co-production, Involvement and Engagement Strategy, and delivery action plan improvements.
* Ensure complaints are investigated and reports prepared to ensure timely and appropriate resolution for customers. Prepare responses and gather and co-ordinate information for Ombudsman enquiries and complaints.
* You’ll be responsible for, but not limited to, safeguarding panels, decision making on enforcement action for tenancy breaches, this will all require discretion, initiative and relevant law and legislation. Act on behalf of the Head of Service, this will include a range of forums including scrutiny board and council cabinet meetings.
* Lead and represent the service with wider teams including Repairs and Assets, Housing Income, Business Systems, Legal, Finance, HR and IT.
* Ensure teams are effectively managed and supervised through regular supervisions, and team meetings are held ensuring policies and procedures are adhered to, and services delivered to a high standard.
* Performance manage and undertake HR investigations as required.
* Significant accountability for large budgets (approx. £5m) ensure budgets are monitored and controlled, and that financial and performance targets are met, and systems are in place to identify pressure areas and respond appropriately.
* Provide reports to the Head of Service on spending, identifying trends, and forecasting the service demand including variances. Providing advice to Senior Management on the impact of legislative and national policy changes, report on the practical effect of changes to Council policies relating to Housing Management policies. Helping to shape, drive and deliver strategic direction for the Housing service.
* Undertake complex multi-faceted problems and complaints, ensuring these are resolved within required timescales. Ensuring arising themes and learning outcomes are incorporated into service improvement with mechanisms developed to ensure continuous improvement, meeting national and local performance targets and by setting and meeting team improvement targets.
* Ensure delivery of efficiency improvements, through the use of technology and implementing best practice.
* Lead on training and mentoring of the team, particularly focusing on the improved use of the business systems for performance and trend monitoring.
* Enhance the resident engagement platform for tenants to ensure that customers have a voice and are involved in decision making.
* Ensure that performance and service standards are monitored and reviewed and that objectives for on-going enhancements and improvement are implemented and met.
The Ideal Candidate
* CIH Level 4 (or willing to work towards), 5 GCSEs grade A-C including English (or equivalent level of educational attainment).
* Demonstrate strategic thinking, taking account of and identifying a range of longer-term issues opportunities and contingencies.
* Able to understand the political, social, and economic drivers and their impact on residents’ lives, demonstrating the use of this knowledge to drive Resident engagement.
* Detailed and comprehensive working knowledge of the Regulator of Social Housing (RSH) regulatory requirements, with new Consumer Standards that apply to Local Authorities.
* You must possess a comprehensive understanding of Housing legislation to ensure compliance and effectively manage housing policies and procedures.
* Able to demonstrate good working knowledge of IT systems and able to use Word and Excel.
* Demonstrable ability to communicate and influence - able to express ideas or facts clearly and convince/influence others to their point of view.
* Able to lead others; motivate, enable, and inspire others to succeed utilising appropriate interpersonal styles, including leading by example.

For this role, the candidate is required to have a full UK driving licence, along with access to a vehicle. Evidence of the driving licence and vehicle insurance with business insurance will be required from the candidate should they be offered this position. Without this documentation the candidate will not be appointable.
