Responsibilities & Accountabilities
* Develop and manage in collaboration with the Project team, Tender/Project Procurement Strategy identifying risks and opportunities and leveraging to obtain best value.
* Develop and manage in collaboration with the Project team, Tender/Project Procurement Schedule.
* Collate Tender/Project sub-contract and materials enquiries for assessment and use by Estimator/Site Management team.
* Develop bid list and complete due diligence of proposed Subcontractors for associated Tender/Procurement packages for sign off by Project Team and Commercial Manager.
* Manage the return of timely quotations, compile line up for review and comment in conjunction with Project Team and compile recommendation for sign off.
* Arrange and lead Supplier/Subcontractor meetings including mid-tender, post tender, final negotiations and Pre-let Meetings.
* Chair regular Project Procurement reviews for both Subcontract Packages and Materials ensuring completeness of programme dates, Tender allowances, order values and meeting notes/actions.
* Support, manage, develop, review and mentor Procurement team.
* Support Projects ensuring Subcontract/Supplier performance meets their requirements and act as a mediator to help deliver a positive outcome should a Supply Chain dispute arise.
* Keep up to date with business objectives and internal policy and apply to Project Procurement where required.
* Work in line with DSD Construction HSEQS procedures and objectives.
* Work with Supply Chain to build relationships, obtain market intelligence and market innovation/product development.
* Performance management of Supply Chain including 360 reviews, lessons learned, etc.
* Lead and manage dispute resolution for supply chain.
* Represent DSD Construction by supporting and attending any Client/Supplier Workshops or Seminars.
* Complete Procurement Audits.
* Provide Project and Business Procurement Reports for Senior Management/Leadership team.
* Lead in communicating Procurement processes and legislation updates to Projects.
* Support and manage the implementation of supply chain/supplier agreements including Mini Frameworks and preferred supplier agreements.
* Accountable for Governance sign off to delegated level of authority.
* Develop connections across the industry.
* Mentor and coach.
Qualifications, Training & Technical Knowledge
* Minimum 3 years’ experience in a senior Procurement role.
* Holding or working towards Chartered Member in CIPS.
* Management of Supply Chain Relationships.
* A dedicated, hardworking, passionate and self-motivated person.
* Experience interacting with a wide range of stakeholders both internally and externally.
Attributes & Skills
* Excellent negotiating skills.
* Demonstrated proven knowledge and experience of the Civils/Construction industry with previous experience of working in a Senior Procurement role.
* Good knowledge of subcontract and supplier markets in the Civils sector.
* Good planning and organisation skills.
* Good awareness of market movements and strategies to align.
* Good awareness of new products and industry innovations.
* Knowledge of current legislation affecting the market.
* Knowledge/practical experience of facilitating robust procurement and tender processes with industry best practice.
* Ability to facilitate meetings with stakeholders.
* Effective communication skills across all levels.
Additional Information
Location: Carlisle, Cumbria, UK, with occasional travel when needed.
Job Type: Full Time, Permanent
Salary: DoE
Reports to: Leadership Team (Directors)
Pay: £1.00-£5.00 per year
