Description | Salary £35,235 - £39,513 Per annum | Permanent | Full Time 37 hours per week | Whalley Ribble Valley | International Sponsorship – this role is not open to international sponsorship Assistant Operations Engineer - Countywide Programme Development Reporting to the Operations Engineer, working as part of a team of highway professionals, to deliver a high-quality highway service experience for customers and stakeholders countywide in line with the service key themes: Exceptional Customer Focus High Quality High Performance Scope of Work Role holders at this level will be expected to manage the human and financial resources allocated to the team. They must be able to use judgment to deal with daily unforeseen problems with limited guidance, within established procedures. Roles at this level are typically the first level of professional line management in the council. They will generally have freedom to make practical and operational decision making within closely defined policies and procedural guidance. Accountabilities Contribute as a team member to ensure that all Highway Operations procedures and processes are properly implemented, well communicated, to the appropriate technical and project management standards. Responsible for works planning and quality control of works. Accurately measure and assess measure sheets to enable accurate costing, extents of works, works required and to present the information in an easily understandable format Be aware of designer role in CDM and assist the named Principal Engineer (PE) in achieving their duties and take on the PE role for smaller schemes. Support Managers, Engineers and Other Colleagues in meeting Key Performance Indicators and agreed service standards Provide technical guidance for the team and monitor adherence to service standards including the review of safe systems of working and Health and Safety procedures To actively participate in service working groups and projects to contribute to service improvements and changes To work collaboratively with colleagues to ensure a consistent approach to service delivery countywide Responsible for the monitoring of HAV exposure of the operation teams Responsible for the day to day monitoring of Masternaut to ensure correct and safe use by the operations teams Manage the day-to-day management of staff, following council policies ensuring timely setting of objectives, performance management and HR processes and investigations Identify training needs to ensure compliance with the training matrix for the service Delivering the Out of Hours service and responding to emergencies, including weather emergencies (at any time) ensuring they are dealt with in a prompt, competent and safe manner Provide technical guidance for the team and monitor adherence to service standards including the review of safe systems of working and Health and Safety procedures To support the management with operational depots and sites To train team members in the use of key works systems, processes and procedures Ensure that the team responds to and implements directions from Managers.
