IT and Digital Programme Manager
Location: Manchester - on site 2-3 days p/w

About the Role:
In this senior role, you will manage a portfolio of IT and digital programmes, ensuring they align with organisational objectives and deliver measurable value. You will be responsible for the strategic planning, governance, and successful delivery of programmes across various functional business areas, including operations and estates. Your leadership will be key in driving high-performance teams, managing significant budgets, and strengthening relationships with key stakeholders and external partners.
Key Responsibilities:
* Lead the management of large, complex IT programmes and portfolios, ensuring they meet objectives and deliver value for money.
* Strategically plan, forecast, and manage large budgets, ensuring accurate financial oversight.
* Manage multi-disciplinary teams, focusing on performance, development, and effective delivery.
* Implement risk management and mitigation strategies to ensure programme success.
* Oversee the procurement, negotiation, and management of third-party contributions, including suppliers, partners, and consultants.
* Deliver robust governance and oversight of programme and portfolio performance.
* Build and strengthen key stakeholder relationships, acting as a representative of the branch in discussions and negotiations at a senior level.
What We’re Looking For:
* Qualifications: Degree in any discipline or equivalent experience. Programme management qualification (e.g., MSP), supervisory management qualification (e.g., ILM), and ITIL Foundation V4 are essential.
* Experience: Extensive experience managing complex IT programmes across multiple business areas. Proven track record in strategic planning, managing large budgets, and leading multi-disciplinary teams. Experience in IT contract management and delivering effective programme governance.
* Knowledge: Strong understanding of technical programme management, enterprise architecture, and public sector procurement methods. Knowledge of current IT theory and practice within a policing environment is desirable.
* Skills: Demonstrated leadership, with the ability to motivate teams and align strategies with business objectives. Excellent communication skills, both verbal and written, and the ability to engage confidently with senior stakeholders. Proficiency in office-related software (e.g., MS Office, MS SharePoint) is essential.
