The role is likely to be extended past 6 months.
The home is a 4 bed children home with a strong management team and an experienced assistant manager and two senior residential practitioners. The home is currently RI and is expecting its full inspection between January and March this year. The home has a strong ethos of PACE and trauma-informed practice and currently has two young people living there, with the management team considering a third.
The post holder must ensure that high standards of practice are achieved and that services are delivered in accordance and compliance with the National Children’s Home Regulations (2015), Children’s Homes Quality Standards(2015), and internal policies, procedures, and guidance. You will support the Children’s Residential Service to achieve the best outcomes for children and young people and ensure they have the opportunity to thrive.
You will ensure legislative and regulatory requirements regarding all issues (Human Resources, Health and Safety, Environmental Health, etc.), especially regarding the care of children, are met. You will ensure that the Home meets all regulatory requirements to achieve Ofsted gradings of Good or Outstanding.
Key Responsibilities:
1. Take leadership and management responsibility for the development and shaping of the home, ensuring dynamic and creative plans for children and young people living in the home, especially those with a complex range of needs and behaviours due to early trauma and attachment.
2. Manage the home to safeguard and promote the well-being of children and young people, acting as the designated safeguarding lead for the home; support staff in locating and ensuring the safe return of any young people who are missing from the home. Commitment to safeguarding young people and an excellent understanding of child protection procedures is essential.
3. Ensure the home operates within the Quality Standards and Children’s Homes Regulations (2015), ensuring the home is judged as ‘good’ or ‘outstanding’ by Ofsted. Lead the Regulation 44 monitoring visits and regulatory inspections from Ofsted, supporting team members to contribute to the process. Develop and implement timely, focused action plans to meet any requirements or recommendations following Regulation 44 monitoring visits or Ofsted inspections. Complete the Regulation 45 Quality of Care Reviews every 6 months, ensuring feedback is gained from all stakeholders to inform and develop the Children’s Home Development Plan.
4. Ensure that the home has a staff development and training programme that enables staff to be skilled and knowledgeable to meet the needs of young people in the home as defined by the Home Statement of Purpose and Function. Provide formal and informal supervision to staff and undertake appraisals. Take responsibility for staff development and participate in recruitment and retention. Share knowledge and experience with the team and identify opportunities for the continuing professional development of the staff team. Monitor training records and ensure that all mandatory training is undertaken and kept up-to-date, delivering training when required.
Key Requirements:
1. Level 5 Diploma in Leadership for Health and Social Care and Children and Young People’s Services with Children and Young People’s Residential Management Pathway.
2. Level 5 Diploma in Leadership and Management for Residential Childcare.
3. Good working knowledge and ability with maths, capable of carrying out financial oversight.
4. Knowledge of current evidence-based research about the needs of children and young people who have experienced significant trauma, difficulties forming relationships and attachments, and require support to manage/regulate their own behaviour and mental health.
5. Worked for at least 2 years in a position relevant to the residential care of children within the last 5 years; and at least 2 years in a role requiring the supervision and management of staff in a residential care role.
6. Experience of care planning and quality assurance commensurate with the Registered Manager role.
7. Substantial experience of direct work with children and young people and their families.
