Summary:
We are looking for an experienced project manager to lead our Service Charge Team.
In this role you will lead and manage the Service Charge Team, with accountability for all aspects of the service charge process across all tenures. This includes the determination of services/service charges on new developments, ensuring statutory, legal and regulatory compliance in all aspects of our service charge work.

Job Role:
We are looking for an experienced project manager to lead our Service Charge Team.
In this role you will lead and manage the Service Charge Team, with accountability for all aspects of the service charge process across all tenures. This includes the determination of services/service charges on new developments, ensuring statutory, legal and regulatory compliance in all aspects of our service charge work.
You will co-ordinate the annual service charge uplift process, developing effective processes for Contract Holder consultation, and liaising with our repair service, Celtic Horizons, to establish and maintain effective methodologies for costing and apportioning of charges, whilst monitoring value for money.
Key Accountabilities:
* Oversight and management of the service charge budget (circa £5m pa)
* Establish and maintain effective processes for the determination of services and service charge costs on new developments
* Establish and maintain effective data collection and storage systems to enable appropriate access to, and analysis of financial and other information
* Establish and maintain effective processes for agreeing and apportioning costs across all schemes
* Keep under review the services (and associated costs) being delivered for each scheme, and recommend/implement necessary changes
* Establish and maintain an effective annual review process, including relevant Contract Holder consultation
* Ensure that policies and procedures are regularly reviewed and that practices are in line with current legislation, regulatory requirements and good practice
* Establish and maintain effective processes for gathering tenant feedback on services/service charge costs
* Maintain regular and effective liaison with Celtic Horizons, and ensure they are involved in all relevant aspects of the service charge process
* Act as the organisation’s specialist on service charges
* Continuously review processes, ensuring continuous improvement, best practice, legal compliance and value for money
* Manage the Service Charge Finance Officer
* Establish and monitor performance standards
* Prepare and calculate accurate service charges estimates and accruals for contract holders and leaseholders to tight deadlines.
* Maintain detailed records of service charge accounts, transactions and reconciliations.
* Ensure management company information is up to date, and that all memberships are claimed by United Welsh and entered into the register.
* Establish initial and ongoing communication with all current and new management companies.
