We are seeking an experienced and highly motivated Environmental Contracts and Projects Officer to join our team and you might be exactly who we’re looking for!

As Environmental Contracts and Projects Officer, you will take a lead role in the development and procurement of BCH environmental contracts, working closely with Blackpool Council’s Procurement Team. A key focus will be on maximising social value and value for money in line with our strategic objectives.
The role is also responsible for the development, procurement and review of neighbourhood management contracts such as grounds maintenance, block building, window cleaning and the Travellers site. Taking the lead role for BCH in the procurement process ensuring TUPE regulations and other legislation relating to competitive tendering is adhered to, with any TUPE implications being made known to the HR Team.
Key responsibilities include holding contractors accountable for delivering services as outlined in the contracts. As such, you will play a crucial role in the day-to-day management of these contracts, ensuring smooth and effective operations, leading to successful execution and delivery to a high standard, in full compliance with the contract terms and aligned with both operational and strategic objectives.
To achieve this, you will ensure that contractors and site personnel comply with all relevant health and safety policies, particularly those in line with UK standards. You will monitor and enforce best practices to mitigate risks and ensure due diligence across all operational processes. As the designated point of contact for all waste-related inquiries, you will manage complaints and issues swiftly and ensure high levels of customer satisfaction, providing clear, professional communication with both contractors and customers.
Additionally, you will work closely with various service areas to ensure that all environmental services are delivered to a consistently high standard. You will also liaise with tenants, other landlords, and relevant organisations to ensure that shared spaces remain safe, secure, and well-maintained for the benefit of the wider community.
In addition to managing contracts, you will oversee projects funded by the Environmental Fund, ensuring they are carried out efficiently and in accordance with company policies, contractual requirements, and UK legislative obligations. This will involve monitoring budgets, meeting deadlines, and ensuring that outcomes are achieved.
The ideal candidate will have experience of managing contracts, a solid understanding of procurement processes, and the ability to collaborate effectively with various teams and stakeholders.
You will also be an active problem-solver, using your own experience and the knowledge of others to tackle new challenges that may arise, adopting a pragmatic approach to resolving issues, particularly those that may not have been encountered before to achieve a positive outcome.
A minimum of 3 GCSEs (or equivalent) to include Maths and English, at grade 4/C or above is essential. In addition, candidates should either already hold the Site Management Safety Training Scheme (SMSTS) certification or be willing to obtain it within 12 months of commencing the role. Similarly, Contract Management Training is essential, either through already possessing a qualification in this area, or candidates must be willing to attend a relevant Project Management course and successfully complete it within 12 months of commencing in the role.
