Reporting to the Housing Development and Enabling Manager you will be leading on the development and implementation of housing strategies and policies and affordable housing delivery programmes. Educated to A level or a Level 4 professional CIH housing qualification, you will have experience of strategy development and housing development or housing commissioning. You will take ownership of particular areas of work, driving them forward and ensuring delivery. You’ll need to be a strategic thinker, a highly organised individual who is able to manage multiple areas of work. You will have the ability to resolve complex issues or bring forward solutions. You will need to engage and build successful relationships with a wide range of stakeholders and partners. Key duties and responsibilities Lead on the development of housing related strategies e.g. Worcestershire Homelessness and Rough Sleeping strategy and action plan, supported housing strategy and action plan and other related strategies. Lead on affordable housing policies enabling the Council to secure affordable housing provision through development management, supporting the Councils affordable housing delivery aspirations. Justify affordable housing policies at planning appeals and inquiries and hearings. Lead on affordable housing and enabling across both councils, negotiating with developers for both onsite and offsite affordable housing and liaise with Registered Providers. Be responsible for managing budgets, grant allocations and the commissioning and monitoring of services. Act as link person in the strategic housing team on key issues such as homelessness and domestic abuse. Lead on the project management of commissioned housing projects including specialist housing schemes and community led housing schemes, including developing robust business cases, taking projects through from implementation to completion. Writing and presenting committee reports and delivering presentations to partners and stakeholders. Deputise for the Housing Development and Enabling Manager or other senior managers when required.
