The City Council is looking to appoint a full time, permanent Civil Enforcement Officer to provide an efficient and effective service of parking enforcement, so that the car parks within the district are effectively patrolled under the Traffic Management Act 2004. Where necessary, penalty charge notices (PCNs) can be issued, although the primary focus is customer service. We are looking for someone who enjoys giving excellent customer service, and preferably has experience in the field of parking enforcement, or similar. This is to ensure that our responsibilities are delivered in a way which is effective, but also supports a pleasant experience for those visiting the City and the District of Winchester. The position will be based at Winchester City Council, City Offices, Colebrook Street, Winchester, and the job includes travelling to car parks throughout the Council district. Previous experience is preferable; however, training will be available if the successful applicant has not delivered parking enforcement before. Whilst a full set of tasks are identified in the job description, the core activities are; To carry out patrols of off-street parking, either individually or as part of a team. Patrols may be on foot or by vehicle according to instructions. To identify contraventions of appropriate regulations and undertake enforcement activities in accordance with procedures. To deal professionally with enquiries from members of the public and act as first point of contact on behalf of the city council. You would be part of a team of civil enforcement officers, working 37 hours per week on a shift basis, which will routinely require some evening and Saturday work for which enhanced pay is given. There is also currently scope for overtime above the standard pay rates. Enhanced pay for hours worked in the evenings and at weekends, plus available overtime, means that first year earnings can be up to £31k.
