Group Manager – Cost Estimator
Seeking a high caliber candidate for this key Group Manager role that has talent, enthusiasm, and drive to influence and be part of our exciting, continued expansion plan for a UK business. The UK Engineering group will support a variety of interesting and challenging opportunities in Low Carbon/ Energy Transition (CCUS, Green Hydrogen, Blue Hydrogen, Offshore Wind, Waste to X, Emissions Reduction) as well as responsibly developing traditional international energy projects. They operate a hybrid working model with a mix of office and home working.
Responsibilities
1. Corporately manages their respective department, recruits and develops staff personnel, and also recruits contractors to deliver across a portfolio of Pre-FEED, FEED, and Detailed Design projects.
2. Hands-on managing estimates and chargeable across projects.
3. Takes leadership in client engagement and key meetings in relation to planning and discussing estimates.
4. Develops tools and systems to support excellent delivery of estimates.
5. Interfaces with other parts of the business for data and benchmarking.
6. The Cost Estimating Group Manager is accountable to the Engineering Director and the Managing Director who is typically the sponsor on key projects.
7. Allocates appropriate manpower for the preparation of proposals/concept studies, FEED, and detailed engineering on projects. Maximizes billable hours.
8. Continuously evaluates manpower and competency requirements; ensures RESOURCING TOOL is kept up to date; develops manpower plans, charts, and schedules. Recommends, assigns, and allocates manpower for the execution of estimating activities within the budgeted project man-hours.
9. Directs the activities of department performance evaluations. Establishes clear work standards and ensures performance objectives are met. Evaluates and makes recommendations for promotions, salary increases, transfers, and terminations.
10. Assesses, identifies, and develops technical tools, conducts presentations and seminars to update and improve the quality of work.
11. Consults with quality assurance on any issues relating to compliance, project quality plan, and design integrity processes and procedures. Coordinates internal and client audit requests. Complies with Kent accredited frameworks such as ISO 14001.
12. Holds regular departmental meetings and maintains corporate communication with department members.
13. Participates in the preparation of proposals including execution statements, man-hour cost estimates, and client clarifications.
14. Manages the overall activities of the department, accountable for overall discipline-related activities for the successful completion of proposals and/or projects within allotted schedule, quality, man-hour, and costs. Accountable for the entire department budget.
15. Makes decisions on recruitment issues and on mobilization/demobilization of personnel with approval from the Engineering Director.
16. Typically supervises a department of 3 to 10 personnel.
17. Duties are essentially performed in main offices. Time spent in supervision, planning, coordination, attending meetings, and maintaining contacts. May be required to travel to other offices, client’s offices, vendor offices, and attend site visits as necessary, in accordance with corporate or project requirements.
Knowledge & Skills
1. Honours degree/Diploma in engineering.
2. Significant related Cost Estimating experience in Concept, FEED, and Detailed Design CAPEX and OPEX estimates working for engineering/client organizations in the oil and gas industry, utilities, and/or Low Carbon Energy Transition industry.
3. Previous experience in a management position.
