Serco are recruiting for a Technical Manager (Mechanical & Engineering) to join our team based at Wycombe Hospital. This role will lead, manage and be responsible for the day to technical FM service within a demanding healthcare environment. This will include the development, improvement and growth of the service areas the post holder is responsible for, including the delivery of the contract financial plan and meeting performance KPI.
Our Technical Manager will act as an advocate for Serco – building and maintaining effective relationships with the PFI client, NHS and other stakeholders plus other third-party providers. To drive service excellence through improved management of contract, and in line with responsible financial and commercial agreements.
This role will deputise for the Head of Estates in respect of all Estates matters within the contract in the absence of the Head of Estates.
Main Accountabilities:
Customer Focus:
* Takes responsibility for building customer advocacy and loyalty with all stakeholders, including the client, the Hospital Trust, members of the general public, Senior Managers, colleagues and employee representatives by fostering a partnership approach to relationships.
* Understands key business drivers, actively develops and implements solutions to enhance the delivery of exceptional service and align operational strategies and priorities accordingly to balance customer and business needs.
* Actively provides focus, accountability, engagement and sustainability of service delivery to the Estates team, encouraging team members to initiate change, take evaluated risks and overcome barriers to execution.
* Applies the Serco Values in all customer interactions.
* Manage formal responses to the client. Ensure any commitments made are in the interest of and in-line with Serco Business Objectives.
* To be resilient, politically savvy, innovative and entrepreneurial, able to identify and manage the risk of new commercial enterprises.
* To provide patient and customer centred services, recognising the contribution of
* Estates and Facilities Infrastructure services to the overall patient experience.
Operational Excellence:
* Provide high quality compliant Estates services to ensure operational excellence to the customer.
* Ensure compliance with health, safety and other legal requirements within the designated hospital, working at all times within the Serco Management System (SMS).
* Supply technical knowledge and input across the contract and Serco as required.
* Report on business performance of the Estates Services department through KPI reports and PMS.
* Support Strategic Estates in Analysis of the business performance of Hard Services, using the data to drive decision making Manager and operational improvements.
* Identify and implement effective change and transformation service improvements by guiding others and helping them adapt to improve overall business performance.
* Manage a variety of complex service risks and issues making autonomous decisions to find practical solutions.
* Maintain and implement CSOPS for the service area(s).
* Undertake ‘on call’ duty manager responsibilities as part of a rota.
* To manage asset replacement projects as agreed with the client.
* Facilitates understanding and encourages communication both within own Estates team and more broadly.
* Take the lead for nominated key site policies & Operating procedures.
* Co-ordinate Estates responses to Hazards warnings, Safety Action bulletins
* Support the Projects Manager to develop and implement a proactive site condition audit and action plan for planned maintenance.
* Support the Projects Manager to develop an action plan for the backlog of maintenance and plant replacement and repair.
* Identify maintenance needs and prepare programmes of work.
* Implement programmes of work and ensure that all maintenance, and other work, carried out by directly employed labour or contractors is of satisfactory, professional and technical standard and is in line with statutory standards, contract requirements and healthcare best practice.
* Ensure that operational estates risks are properly assessed, reported and any
* mitigating actions are carried out. Develop and regularly test business continuity plans as delegated and provide operational and technical advice so that plans are deliverable.
* Support the Contract Manager to ensure compliance with all relevant legislation, guidance and best practice applicable to the healthcare estate
People:
* To provide leadership and management such that all Estates employees understand and adopt the strategy and plans and are motivated to achieve their objectives in a timely and professional manner.
* Ensure a culture of high employee engagement and participation through effective and sustained people strategies aligned with the overall business objectives.
* Take responsibility within Estates for the training and development of employees, ensuring that all employees work safely and that they are aware of their responsibilities under the Health & Safety at Work Act 1974, PPE and other control standards.
* Effectively and appropriately allocate and empower responsibility to others to maximise the individuals’ and organisational effectiveness.
* Provide mentoring and coaching to the team to develop knowledge and skills to improve their performance and promote a learning organisation.
* Effectively manage the Estates team through using the full range of Serco’s People Policies and Procedures, including Recruitment and Selection, Performance Development Review, Absence Management, Discipline and Grievance.
* Maintain resourcing levels within the Estates team through effectively managing absence levels, annual leave requests, improving retention and effective recruitment in order to control labour budget, meet business objectives and increase levels of employee engagement.
* Formulate training programmes for Estates Staff to ensure competence is maintained.
* Act as a positive role model for other staff demonstrating SERCO values
* Through the Operational Estates team lead and manage the operational staff on a day to day basis.
* To contribute to and work within a safe working environment.
* Periodically review out of normal hour’s emergency calls and seek ways to minimise unnecessary call outs.
* Ensure Performance Appraisals and 121 for all staff are completed with objectives set at all levels.
* To lead, manage, motivate and develop staff and promote achievement of high standards and openness, forward thinking and innovation.
* Manage the recruitment, selection and development of staff to ensure that the department has the right staff resources and skill mix
Financials:
* To assist Contract Manager, monitor budgets and forecast.
* To assist with drawing up contingency plans to manage projected overspends.
* Manage solutions and financial proposals of service variations and lifecycle activity.
* Identify and implement cost saving efficiencies across Estates service areas.
* Keep abreast with new thinking in the delivery of Estates services, review these opportunities and develop cases for change.
* Continuously monitor budgets and control costs to ensure that all works are completed to agreed limits and within financial targets.
* Seek and implement continual quality and cost improvements
* Where resources are not available undertake risk assessments and establish and implement mitigating actions as far as reasonably practicable
* Provide regular reports and see that the directly employed labour force is efficiently
* managed and cost effective in performance.
Other:
* Participate as a full member of the Leadership Team, attending and holding team meetings, delivering innovation, sharing good practice with other departments and contributing effectively to debates.
* Contribute to the development of the contracts business strategy and business plan.
* Assist in developing the Estates Risk Register implementing identified works to reduce risks to the organisation.
* Regularly review training requirements for the Estates team and those staff in Soft FM who undertake maintenance regime
What you’ll need to do the role:
* HND/HNC educated or equivalent /or substantial industry experience
* IOSH Managing Safely or higher qualification in Health & Safety
* Professional membership of a recognised institution
* Knowledge of AutoCAD
* Knowledge and understanding of Building services and HTMs
* Strong leadership skills: influence, support and steer a large diverse team
* Highly self-motivated and ability to motivate others
* Strong ability to identify, analyse and develop continuous improvement opportunities
* Strong people management skills including: managing absence, conflict, discipline and grievance, performance, learning and development
* Effective communication skills
* Highly developed negotiating and diplomacy skills
* Numeracy skills required for management of budgets
* Confident with IT equipment and software including normal business applications
* Working in facilities management role in an NHS and/or Private Hospital environment
* Experience in managing and building a team and leading and facilitating transformational change
* Experience in managing budgets
* Dealing with difficult situations
* Awareness of good business management practices e.g. cost control, staff rostering, people management
* Problem solving at a strategic level
