PMO Lead- 2 Year FTCSalary- £54,000-£56,500Responsible to: Director of Transformation Location: East Midlands Responsible for: Programme Managers, Business Analysts Job Purpose We are seeking a dynamic and experienced Portfolio Lead to set the framework and standards for project and programme delivery across a local Council. This role focuses on enabling delivery at pace, managing dependencies, identifying change impacts, and ensuring financial and quality controls are in place, aligned with council governance. Main Duties Collaborate with the Transformation Director and senior colleagues to establish the PMO, embedding frameworks, methodologies, tools, and templates for project delivery. Ensure minimum standards for Business and Technical readiness for ICT projects, ensuring seamless transitions for digitally-enabled projects. Line manage a small team, promoting self-managing teams within a framework approach. Ensure delivery at pace with proportional control, avoiding bureaucracy. Manage dependencies and change impacts across multiple programmes. Act as the PMO link to the Corporate Risk Management Group, ensuring effective risk mitigation. Maintain the authorised Project Log, advising and reporting to the Senior Leadership Team (SLT). Advise on project and programme resourcing, ensuring efficient use of resources. Maintain oversight of benefits trackers, recommending adjustments to in-flight work based on impact. Comply with financial regulations, GDPR, and ensure Data Protection and Equality Impact Assessments are considered. Embed the Carbon Zero agenda into service design considerations. Hours 37 hours per week with flexible working hours. The role may require work outside normal office hours, including evenings, early mornings, weekends, and bank holidays. Essential Skills and Experience Hands-on experience in successful project or programme delivery. Evidence of successful resource planning, particularly for digitally enabled projects. Experience in analysing and managing risks, issues, actions, and dependencies across complex programmes. Experience in setting up and embedding new ways of working, including strategic prioritisation and implementing effective controls. Problem-solving skills. Knowledge of Agile and Waterfall delivery methodologies. Adaptability in methodology application. Strong written and verbal communication skills. Ability to build positive relationships at all levels.
