We are seeking a highly organised and experienced Emergency Planning and Business Continuity Officer to coordinate and implement emergency response and resilience strategies for a local Council. The successful candidate will develop and maintain civil contingency risk assessments, advise on relevant legislation, and oversee training for Council staff. They will lead on business continuity planning, support elected members and chief officers, and manage the operational functions of emergency planning, including the Borough Emergency Control Centre. The ideal candidate will have in-depth knowledge of the Civil Contingencies Act 2004, familiarity with ISO 22301, and experience in responding to civil emergencies, developing and testing emergency plans, and delivering training programmes.
Key Responsibilities:
* Develop and maintain effective civil contingency risk assessments and plans on behalf of the Council that meet its statutory and humanitarian obligations to the local community and businesses.
* Advise the Council on current and proposed legislation, responsibilities and arrangements relating to emergency planning and business continuity management.
* Oversee training for all relevant Council staff in their emergency planning and business continuity responsibilities.
* Arrange, facilitate and lead, as appropriate, the review and development of the Council’s risk assessments for civil emergencies
* Advise and brief elected members and chief officers on emergency planning and business continuity arrangements.
* Undertake and report as required on the assessment of current and proposed legislation relating to civil contingency matters in order to co-ordinate the Councils response to civil contingencies legislation.
* Manage operationally the emergency planning functions of the council, including administration of the Borough Emergency Control Centre (BECC).
Key Requirements:
* Knowledge of local authority duties under the Civil Contingencies Act 2004 and other relevant legislation and guidance.
* Familiarity with ISO 22301.
* Experience in responding to Civil Emergencies.
* Developing, writing, training and testing emergency plans
* Involvement in design and delivery of a training programme
* Involvement in development and delivery of a Business Continuity Management programme.
