Maine Revenue Services Property Tax Division Revenue Agent Proximity to Aroostook, Piscataquis, Somerset, or Washington County Opening Date: February 24, 2025 Closing Date: March 10, 2025 Job Class Code: 0504 Grade: 20 Salary: $33.32 – $34.66/Hourly Includes a 20% recruitment and retention stipend Position Number: 016303964 JOB DESCRIPTION This is an entry-level trainee position where you will focus on the development of State Valuation and discovery and review of property in the unorganized territory. The individual will be responsible for a regional field territory consisting of approximately 40 municipalities where they will conduct reimbursement audits and sales analysis studies and provide technical assistance to municipal officials. This position will also consist of reviewing townships throughout the unorganized territory, reviewing property tax accounts for accuracy, and discovering new property. This is an 18-month trainee classification which, upon successful completion and demonstration of certain specified competencies, results in reclassification to Senior Revenue Agent. Work is performed under general supervision. TYPICAL DUTIES: E xamines and appraises real and personal property to determine market value. Examines, audits, and verifies landowners and/or assessor reports and real estate sales data to determine tax reimbursement liabilities and compile market data samples. Collects, compiles, and analyzes assessor reports and sales data in municipalities, townships, or defined region to make land economic studies and provide uniform valuation between and within taxing jurisdictions. Explains excise tax and property laws to taxpayers and assessors to ensure full compliance with laws. Collects, compiles, examine, audit, and verify real estate sales data to determine relationship of assessments to market value by class of property. Provides functional direction, guidance, and assistance to municipal assessors to ensure work is correctly performed. Reviews exemption programs and taxpayer benefit applications to determine eligibility for exemption credit and municipal eligibility for reimbursement of lost taxes. Reviews properties throughout the UT verifying records for accuracy updating photos and discovering new property. KNOWLEDGES, SKILLS AND ABILITIES REQUIRED Ability to conduct investigations of alleged or suspected violations of the State of Maine tax laws Knowledge of the principles and procedures used in evaluating accounting systems and auditing procedures associated with tax examination work and utilizes special accounting and auditing abilities to forensically analyze transactions Ability to use a laptop or personal computer and applicable computer programs, such as Excel and QuickBooks Understanding of state and federal tax laws, codes, regulations, generally accepted accounting principles (GAAP), and business principles and practices used in the private sector and their relationship to taxation; and the ability to develop methods and procedures to uncover unreported income and taxes Ability to interpret and explain tax laws, rules and regulations Ability to Interview witnesses and defendants and adjust the approach to varying circumstances Ability to gather and protect evidence and follow procedures to ensure the proper handling of confidential information Ability to write clear and comprehensive reports of investigation work, communicate effectively and establish and maintain effective working relationships Understanding of the judicial processes used in tax enforcement proceedings, testifies as a witness for the State in criminal tax matters (including Grand Jury proceedings), and represents the State at arraignment proceedings as requested by the Attorney General’s Office Ability to communicate effectively with a wide variety of individuals, including revenue agents, attorneys, CPAs, witnesses, defendants, managers and the Attorney General’s Office MINIMUM QUALIFICATIONS A four (4) year combination of training, experience, and/or education comprised of a bachelor’s degree -OR- two (2) years’ experience in property tax appraisal and assessment and two (2) years post-high school education with courses in modern property appraisal and assessment practices. Registration as a Certified Assessment Technician or Certified Maine Assessor will be accepted in lieu of two (2) years specialized education or experience. This position is anticipated to be remote or partially remote. Preference will be given to applicants in close proximity to the unorganized territory in the following counties: Aroostook, Piscataquis, Somerset or Washington County.
