The role of the Land and Planning Project Manager is to promote a large development of circa 2,000 units in the region, from concept stage to detailed design, and finally to consent as suitable for delivery. The development area is made up of several parcels of land with varying planning statuses.
The Land and Planning Project Manager will report to the Technical Director within the Scotland East Division.
Principle accountabilities of the Land and Planning Project Manager role include:
Promoting sites through the local planning policy, maximizing coverage.
Undertake planning approvals of potential sites under consideration and make recommendations on the appropriate method of acquisition from the necessary strategy
Provide day to day planning advice on residential schemes
Promote sites through the Local Plan system and keep landowners/agents as well as the divisional management team advised of progress
Formulate planning strategies in order to obtain a planning consent in a timely manner within an appropriate deadline that allows the division to deliver sales completions in accordance with forecasts and which maximises commercial returns for the company
Progress all necessary consents with statutory bodies
Progress cost effective engineering designs, working around constraints
Manage viability/ cost plans to financial constraints
Manage external consultants, including agents and lawyers
Accountable for the delivery of programme, co-ordinate stakeholder to achieve deadlines set
Organise and chair all necessary design team/ cost meetings. Responsible for tracking costs and reporting.
Experience of working with a high volume national housebuilder, planning consultancy or land agency.
Some experience of successfully identifying and negotiating land deals through to exchange of contracts.
Experience of promoting sites through the Local Plan process.
Preparation and submission of planning applications and or appeals.
Experience of working within cost constraints
Networking contacts such as local government officers, planning consultants, landowners and land agents.
Qualifications and Training
Planning, costing and management experience
Full UK driving licence
Skills and Aptitude
An understanding of the legal process for option agreements, promotion agreements, joint ventures and freehold purchases would be preferable although training will also be given.
Ability to run high level financial viabilities for land opportunities.
Able to work under pressure to tight and changing deadlines.
A self-starter capable of creating and maintaining momentum in projects.
Communication and listening skills.
Excellent attention to detail and negotiating skills
Ability to work to deadlines
