Job Summary
Sheringham Town Council is seeking to appoint a professional and competent Town Clerk/ Responsible Financial Officer (RFO) to take the Council forward positively and proactively and to help navigate a path to robustly deliver the Council’s priorities.
If you have demonstrable communication skills, a proven collaborative approach, experience of managing a cohesive team and are able to bring all parties around the table in any situation, then you could be our ideal candidate.
Applicants must be able to demonstrate that they have relevant experience – a track record of people management and development, experience of managing budgets, service achievement and innovation, commitment to public service, be motivated, community focused, and possess sound managerial, communication and organisational skills. Experience of committee administration and clerking complex meetings would be highly beneficial.
As Town Clerk, you will be responsible for carrying out all the duties of the Proper Officer and ensuring the Council is making lawful and well-informed decisions and preparing agendas and minutes in accordance with best practice. As RFO you will ensure that the Council is administering its finances in accordance with the relevant legislation and proper practices.
Having Local Government experience would be a significant advantage, but equally so could the possession of a management level skill set from another sector that lends itself to our person specification.
Attendance at evening meetings and weekend events will be required, for which time off in lieu will be granted.
It is also highly desirable that you have relevant experience and qualifications such as a form of degree/management qualification. A Certificate in Local Council Administration (CiLCA) qualification is required as a minimum, or a commitment to attain at the earliest possible time after appointment (which the Council will support).
This full time position is for 37 hours per week, working mostly Monday to Friday, with a salary of NJC spinal column points 37 to 41 £45,441– £49,498, depending on experience and qualifications plus an occupational pension scheme.
Responsibilities
To act as the Council’s Proper Officer and Responsible Financial Officer. As the Proper Officer of the Council, the Town Clerk is under a statutory duty to carry out the instructions of the Council and to serve or issue all the notifications required by law.
The Town Clerk will advise the Council on, and assist in, the formation of overall policies to be followed in respect of the Council’s activities and, in particular, to produce all the information required for making effective decisions and to implement constructively all decisions.
The postholder will be responsible for the management of staff and resources and will take the lead on the Council’s major projects. The Town Clerk is accountable to the Council for the effective management of all its resources and will report to them as and when required and in accordance with proper practices.
The Town Clerk is expected to be fully involved in the Strategic Planning Process of the Council and to promote the Council’s Town Plan, Vision and Mission including to support the Council to:

* Enhance the attractiveness of the town as a place in which to live, work, visit and invest
* Preserve and enhance the essential traditions, character and identity of the town
* Engage with the community to identify their needs, priorities and wishes
* Show due regard to advance equality of opportunity for all residents
Key Responsibilities/Accountabilities
1. To ensure that the Council’s civic and administrative functions and services are performed professionally and in accordance with all relevant statutory obligations.
2. To carry out all the functions required by law of a local authority’s Proper Officer in a timely manner and to issue all statutory notifications.
3. To ensure that the Council’s Standing Orders and Financial Regulations are correctly observed, implemented and reviewed.
4. To act as the Council’s Responsible Financial Officer, with overall responsibility for the Council’s financial dealings.
5. To manage the Council’s employees effectively and to be the Council’s principal adviser on policy matters, be responsible for all aspects of Health and Safety, manage the provision of Council services, buildings, land and resources and to promote the Council.
6. To be responsible for ensuring that the instructions of the Council in connection with its function as a Local Council are carried out and to produce all the information required for making effective decisions and to implement constructively all decisions.
Qualifications
* Educated to at least degree level (minimum Level 4) or equivalent
* Previous experience of working in the public sector or similar body.
* Governance and legal frameworks.
* Proven experience of formal Committee work, agenda preparation and minute taking.
* Management level experience, particularly managing staff.
* Proven project management experience, delivering results to an agreed timescale and within budget.
* Proven staff management and development experience.
* Proven management and leadership skills with ability to monitor performance of others to achieve targets and meet deadlines.
* Strong interpersonal skills and ability to form and maintain effective working relationships with Council members, staff, and key external bodies.
* Budget setting, monitoring processes, controls and financial management reports.
* Procurement of goods and services within predetermined budgets.
* Proven ability to work as part of a team.
