Full job description
Support an effective work programme and project management of Health Protection systems and processes that deliver service improvements and the best possible healthcare to patients across Lincolnshire in line with the ICB overall strategies. Support effective leadership in Health Protection, quality and patient safety and deputise within the Health Protection remit in relevant meetings as required. Act as a subject matter expert in Health Protection to support services and colleagues within the system. Support the ongoing development of strong working relationships with all health care providers, specialist commissioners and other agencies to facilitate innovation and quality improvement in health care services.
Support the review of nationally produced evidence on Health Protection activity in commissioned services. Work to ensure that the ICB Governing Body receives adequate assurance in relation to Health Protection in commissioned services. Work in partnership with the ICB teams to ensure that the needs of the Lincolnshire ICB are considered. Work to ensure that incidents and complaints relating to Health Protection are investigated in a robust manner and that learning is disseminated across both commissioner and provider organisations.
Advise on the inclusion of appropriate Health Protection standards for commissioned services in the service level agreements and other contracts. This will include compliance with national legislation, national guidance and accepted best practice. Ensure that all CQC registered providers meet the reporting requirements for IPC as were set out in the Health and Social Care Act 2008. Develop excellent and trusted working relationships with the embedded Lincolnshire ICB teams to create confidence and inspire a commitment to effective team working in the delivery of key quality and safety programmes that deliver service improvement.
Provide written reports as required. Provide progress/exception reports as required. Liaise with Lincolnshire ICB colleagues and gather intelligence that will inform performance monitoring e.g. federated functions of risk and governance, quality improvement function, patient and public involvement.
Support and advise commissioning during the development of new services regarding the establishment of the Health Protection elements of contracts. Plan and manage a programme of IPC themed visits with key ICB commissioned services to provide additional assurance of quality and patient experience. This includes initial research regarding evidence based practice and the implications for commissioning of services to ensure a targeted approach to quality monitoring. By way of continuous monitoring, assess the performance of providers in the IPC element of Health Protection including HCAIs, audit of hand hygiene and care bundles and environmental cleaning standards.
Ensure action plans are submitted by providers where they are deemed appropriate and reviewed in a timely way. Promote a vision of improved quality and safety of care in maintaining the principles of Health Protection within health, social care and home settings, to meet the needs of the populations they are designed to serve. Work with others across the health and care system to develop the standards of Health Protection that increase public confidence and deliver high quality outcomes. As appropriate, carry out investigations on serious incidents, provide concise written documentation and present the outcome.
Work in partnership with external experts and specialists. Advise on the design, construction and modification of facilities to prevent and control infection in the built environment. Work in partnership with colleagues.
