The Hertfordshire and West Essex Integrated Care Board (ICB) is responsible for planning and allocating resources to meet the four core purposes of the Integrated Care System (ICS), namely: to improve outcomes in population health and healthcare; tackle inequalities in outcomes, experience, and access; enhance productivity and value for money; and help the NHS support broader social and economic development.
Whilst ICSs provide an opportunity for Health and Care partners to come together at a larger footprint, partnerships at ‘place’ and ‘neighbourhood’ levels will continue to play important roles in integrating services and meeting population needs. There is now an increased focus on system integration, collaboration, system financing and improved ability for shared decision making.
Reporting to the Associate Director – Health and Care Partnership Finance (AD-HCP), the Senior Finance Manager - Health and Care Partnership will be responsible for supporting the development of the Hertfordshire and West Essex Health and Care Partnerships (HCPs) to take on delegated functions from the ICB with a focus on outcomes for local populations rather than activity; and supporting greater integration across NHS and care services.
The post holder will be responsible for supporting the management of financial resources delegated to each of the place.
Key Responsibilities:
* The post holder will support all aspects of place based financial planning including development of the long term financial plan and preparation of the annual operational plan for each place.
* The postholder will engage with and support the place-based teams to have a greater understanding of the financial context within which they operate, challenges facing each place, better informed decision making and improved financial performance.
* The postholder will contribute to and help shape the collaborative and effective approach to service transformation and pathway redesign, with the use of Population Health Management information, to improve outcomes and reduce health inequalities within the financial resources available.
* The postholder will work in a matrix management style and foster close working relations with ICB place based teams to further develop their commissioning functions.

The postholder will provide professional business advice and support to each of the three HCPs, ensuring that there is clear understanding of the financial position and that the financial targets are supported and delivered.
The postholder will engage with place-based system finance leads to ensure that HCP strategic and annual financial plans are developed which will ensure the most effective use of resources in the interests of improving patient safety and care.
The postholder will support the place-based system finance leads to produce joint HCP financial plan, ensuring that opportunities to achieve savings across the health and social care economy are realised.
The postholder will engage with each of the three place-based system finance leads in implementing any investment decisions and alignment of incentives and risks within each HCPs and wider system to drive transformational change.
The postholder will play a key role in the decision making around potential service change and developing new pathways supporting the associated financial modelling.
The postholder will support the evaluation of strategic investments to ensure the achievement of performance targets and long-term financial stability.
The postholder will take the lead on benchmarking and value for money reviews to ensure best practice and optimal use of resources.
