The post holder will form part of a specialist national unit responsible for supporting a co-ordinated and interoperable UK wide armed policing response to terrorism, national security and other significant threats and risks. The National Armed Policing Coordination Office (NAPCO) is responsible for a range of national policies and plans relating to armed policing, capability development across armed role profiles and supporting specialist armed operational activity occurring at a national level.
This role will include specific responsibility for the senior leadership level co-ordination and ongoing development of the national Counter Terrorism Specialist Firearms Officer (CTSFO) network. It will include:
* Managing operational coordination of national CTSFO network deployments
* Managing CTSFO network capability development projects and activity
* Oversight of CTSFO national training, in partnership with the network CFI
* Oversight of CTSFO network elements of national exercises
The post holder will have responsibility for leading a mixed team of seconded police officers and permanent police staff and will report directly to the head of NAPCO.
The unit provides an on-call capability 24/7, and the post holder will be required to perform on-call duties as part of a rota.
Unit members are based remotely across the UK and as such, the role provides opportunities for working from home although frequent travel to London and across the UK will be required (including regular nights away from home).
It is essential that the post holder has previous experience as an operational firearms commander, tactical firearms commander or as a firearms tactical advisor. They must also have experience of developing doctrine, policy and standard operating procedures and operating at a strategic level with senior leaders.
Responsibilities
The post holder will be required to do the following:
* Lead and manage a mixed team of police officers and police staff (both seconded and permanent personnel)
* Provide oversight of CTSFO national training, in partnership with the network CFI, to ensure initial and refresher training is provided to maintain a resilient and effective network
* Drive CTSFO capability development projects, using recognised project management processes
* In partnership with CTP Finance and NAPCO head of Strategy, Business Support and Policy (SBSP) manage the CTSFO network national budgets
* Provide oversight of the development of national policy and practice in respect of the CTSFO network
* Manage the partnership with the CTP Operational Development Unit (ODU) to ensure the maintenance of a resilient and effective national CTSFO and specialist military exercising programme
* Manage the provision of operational support to the CTP National Operations Centre (CTPNOC) and National Police Coordination Centre (NPoCC) re mobilisation of CTSFO and specialist firearms command assets
* Develop and maintain effective strategic relationships across a range of internal and external stakeholders, including (but not limited to): UK police forces, including regional CTP units and CTSFO host forces, the Ministry of Defence, the Home Office – Homeland Security Group, Defence Science and Technology Laboratory (Dstl) and commercial and industry partners
* Produce high quality presentations and briefings (both verbal and written) to senior stakeholders and partners in respect of CTSFO network related matters
* Represent NAPCO at senior leadership level across a range of national fora
* Provide subject matter advice to key stakeholders in respect of CTSFO network related matters
* Perform other tasks as required as a member of the NAPCO senior leadership team
