Chartered Surveyor – Sector Lead for Health – Role Overview
This role sits within The District Valuer Service (DVS) which is a key division of the Valuation Office Agency, dedicated to delivering a wide range of statutory and non-statutory functions that have been essential since our inception in 1910. Our Core Functions within DVS are:
* Valuation and Taxation : Providing insightful advice on valuations and apportionments to support national taxation initiatives.
* Support for Public Bodies : Offering comprehensive property advice and valuations to Other Public Bodies (OPBs), enabling them to effectively carry out their regulatory and legislative duties.
* Government Policy Implementation : Assisting in the delivery of government policies and estate strategies, particularly in contexts where public functions and funding are involved.
Most of our projects are undertaken on a contractual basis, utilizing an "earned funding" approach that ensures full cost recovery. This model allows us to engage in a variety of interesting and challenging work while maintaining the quality and sustainability of our services. This is a technical surveying and leadership role primarily involving project management of valuation work for national clients in the health sector.
This is an excellent opportunity to lead high profile work and collaborate with specialist teams. As a Sector Leader for Health, you will be responsible for managing a large and diverse client base, whilst providing technical advice and support to the team.
Your clients will be based across the East of England region, which includes the counties of Norfolk, Suffolk, Cambridgeshire, Essex, and Hertfordshire.
Chartered Surveyor – Sector Lead for Health – Key responsibilities
* Maintaining and applying an advanced level of valuation surveying knowledge to own casework activity and conduct reviews of high profile or complex valuations for peers and team members.
* Casework will typically fall within the following key areas:
o Providing value for money advice to the NHS in connection with proposed new primary care schemes.
o Leading on disputed cases under the Doctors’ Rent and Rates Reimbursement Scheme, sometimes involving preparation and submission of expert witness reports.
o Providing of a range of estates advice to NHS clients, including valuations for acquisitions, disposals, landlord and tenant etc.
o Providing IFRS compliant asset valuations to NHS Bodies for financial accounting purposes.
* Providing technical leadership, guidance, and support to caseworkers within DVS and across the sector to build capability and the delivery of timeliness targets, primarily on a regional and, as required, national basis.
* Ensuring an awareness of the wider political, economic, social, technical, environmental, and legislative agendas that impact DVS and Health Sector clients.
* Developing and maintaining strong relationships with DVS clients and ensuring customer satisfaction, understanding and challenging the needs of the client.
* Reporting to stakeholders up to and including Ministerial level where necessary. Pro-actively marketing our professional services to existing and potential clients, developing and maintaining client relationships. Identifying and developing new products and services required by clients.
* Maintaining a good understanding of the links to other work areas and the external business environment.
